- at least two original and recent Character references ,with fingerprints for each director, shareholder and senior officer

- financial statements for each shareholder and director
- certified copies of Certificate of Incorporation, Memorandum of Association and/or Articles of Association if applicable
- a 5 year business plan
- audited financial reports for the holding company of the applicant
- evidence from holding, parent of applicant, or other affiliated company that the required US$ 500,000 capital will be provided and set apart before license is issued, or an irrevocable letter of credit drawn on a reputable international commercial bank
- receipt from the accountant general for an application fee of US$ 15,000 and any additional $10,000 extension fees, if applicable
The licensee must maintain a presence on the island, and the government expects licensed companies to employ as many locals as possible. Additionally, applicants have to pay a a non-refundable application fee of US$ 15,000. If there is more than one form of gaming on the application, a further non-refundable application fee of US$ 10,000 is required for each additional category. On top of these fees a capital of $500 K is required, and the applicant is required to purchase Treasury bill bonds in the amount of US$100,000. These treasury bills will be rolled over until six months after termination of agreement, at which time it is refunded to the applicant.

Dominica is one of the few countries in the Caribbean area, where casino gambling is still illegal (land-based casinos, for the locals), according to the Small Charges Act*. The government of Dominica has long since been of the opinion that tourists should come to visit the country for its natural beauty and the entertainment options related to this – snorkeling, tours of national parks, guided tours in the rainforest, ecotourism, fishing, boat tours on the rivers, beaches etc. – and not for gambling opportunities.
Of course, many of the other Caribbean islands also have beautiful beaches, national parks, and all that Dominica has to offer, but they also have casinos as well, which might make Dominica lose out on income compared to the other Caribbean islands (which they do, Dominica has the weakest tourism sector, and it is one of the poorest country in the region).
The population of Dominica is predominantly christian (almost 95%), which most likely contributes to the ban on casino gambling too.
Still, due to the loss of income from not being able to tax gambling on the island has made many officials reconsider their stance on casinos in Dominica. There had been discussions between various casino groups and the Dominican prime minister as early as 2006.
A solution was finally found in 2012, when the Ma Pau entertainment company received permission to open venues in Dominica. Currently they have two entertainment centres in the country, one in Portsmouth and one in the capital, Roseau.**
When asked about how the ban on casinos correlates with the opening of an entertainment centre with slots, Prime Minister Roosevelt Skrellit stated: “There is no casino gambling in Dominica, they are slot machines”. In accordance with this statement, there are no gaming tables in these establishment, only slot machines, which makes them slot halls (in order for a gambling establishment to be considered a real casino, it needs so called live tables (with dealers, croupiers), if it only has gaming machines, it is considered a slot hall, a.k.a. slot parlour).

Can locals visit the entertainment centers?
