Gambling and online gambling are legal in Bermuda. Often referred to in singular, the Bermudas (also known as The Somers Isles, or Islands of Bermuda) actually consist of 181 volcanic islands situated in the Atlantic Ocean, off the shores of the United States. Bermuda is one of the 14 British Overseas Territories, and while the country shares much of its culture and identity with Britain, Bermuda has the right to pass its own laws and British laws do not apply, none of the UK gambling laws apply to Bermuda.

UPDATE: Gambling laws have underwent some changes in 2018 with the Casino Gaming Regulations 2018 bill*, which made the requirements, licensing process, approval process and costs much more clear and streamlined. Online gambling is still not mentioned anywhere in the gambling legislation.
Bermuda gambling legislation: The defining, main pieces of gambling legislation are the 2014 Casino Gaming Act**, the aforementioned Casino Gaming Regulations Bill from 2018 (these two regulate casino gambling), and there is the Betting Act from 1975*** (regulates betting, sports betting) and the 1944 Lotteries Act*** (makes lottery illegal).
Before 2014, most forms of gambling were illegal in the country, including casino gambling, poker. The only legal form of gambling in the country was for a long time sports betting and some small-scale non-profit bingo and lottery for charitable purposes.
In 2014, a new, and somewhat controversial (at the time) casino gaming act was passed. The main reason for the legalisation of casinos in Bermuda was the expected increase in tax revenue and the positive effects on the country’s tourism sector (but maybe they don’t need casinos after all, even without casinos, ever since 2014, the tourism sector, and number of tourists arriving grows by about 10%, year by year*****). The Casino Gaming Act 2014 legalized casino gambling (including poker) in Bermuda, and it states that the maximum number of casinos in Bermuda at the same time is limited at 3, all of which must be operated as part of a hotel.
The new regulation has been criticised for various reasons: while some call for more casinos, independent from hotels, others are worried that it would ruin the wholesome image of the country. The ruling political party, One Bermuda Alliance, promised to hold a referendum on the topic, but later reversed their decision.******
Online gambling is not yet regulated, none of the pieces of legislation mention it. Playing on foreign online gambling sites is not illegal, and these websites are not blocked. However, because Bermuda is such a small country, only a few online gambling websites accept players from here. Bermuda Gambling Licenses
Bermuda Casino Gaming Commission (since 2015) is responsible for the licensing of casinos in Bermuda.
In accordance with the 2018 Casino Gaming Regulations bill and the 2014 Casino Gaming Act only integrated casinos can get a license (casino gambling establishments must be part of a resort comprising accommodation, retail, dining, entertainment, recreation and other facilities with a hotel that has at least 200 rooms).
The maximum number of casinos is set to 3. And there is a special, fourth provisional licence granted to the developer of the site located in St. George’s Parish with the St George’s Resort Act 2015. Therefore, perhaps, it’s possible to get additional licenses if you directly approach the government and it’s a bigger project.
Casinos must pay a casino licence application fee of $600,000, a provisional licence issue fee of $1.4 million and a licence fee of $1 million.
Apart from the casino licenses the following gambling licenses can be acquired in Bermuda:
- a bookmaker’s licence;
- a pool betting agent’s licence;
- a restricted bookmaker’s licence
The Betting Licensing Authority at Magistrates’ Court is responsible for betting and sports betting license.
A gambling establishment also needs to get a license for its employees, key personnel, and gaming machines, and equipment used (it’s a lengthy and expensive process).

Bermuda Gambling Tax
Bermuda has a flat gambling tax system.:
- There is a 20% betting duty on bets, sports bets.
- And casino have to pay a 10% tax on the gross gaming revenue.
