Legal status of casinos in Angola: legal, operators require a licence
Casino are legal in Angola, officially since 2016, according to the Lei da Actividade de Jogos (Law no. 5/16)1.
Casino operators must apply for a licence from the Instituto de Supervisão de Jogos, the Angolan authority supervising casinos and other forms of gambling. However, there were casinos prior 2016, and these casinos were temporarily under the supervision of the Ministry of Finance, until the Gaming Authority was established.
Previously, prior to 2016, casino gambling licenses were given out by the National Lotteries Company but licensing since 2016 is done by the Gaming Supervision Institute (details can be seen below, in the Angolan casino licensing section).
Casino gambling prior to 2016 had been regulated by an ordinance that dates back to the colonial period of Angola (Ordinance No. 517/70 – Lei da Actividade de Jogo2), and as such it was outdated, had archaic language, did not address online gambling, and it was hard to work with.
The 2016 gambling law overhauled the entire gambling legislation, including taxation of casinos (details below at the casino taxation section), licensing restrictions, requirements, player protection, mandatory financial support of socially beneficial initiatives and other prevention measures regarding problem gambling.
At the moment, there are 5 casinos to be found in Angola, 3 of which are located in the country’s capital Luanda.
Slot halls are also technically possible, but there is no difference between casinos and slot halls from a legal perspective, they both require the same licence.
Slot halls call themselves casinos in Angola and business owners and payers alike are not aware of the difference.
/Explanation: Professionals active in the gambling industry distinguish between three universally accepted types of casino gambling establishments: slot halls, electronic casinos and casinos. Here are the differences:
- Slot hall definition: These types of venues only contain gaming machines, and they are usually smaller than casinos.

However, due to the general bad reputation of African countries and recent events they still only get around 218 K tourists per year (UPDATE COVID-19: these are pre-coronavirus numbers)3.

Short summary: Around 2016, the falling global oil prices resulted in a severe economic crisis. The number of tourists went from over 600 K in 2012 to barely above 300 K in 2017, and it never really recovered ever since.
This has also resulted in many casino closures, which was compounded by the global pandemic in 2019./
This lack of tourists was really bad for the casino sector (the bigger casinos are usually attached to hotels). This was compounded by the coronavirus pandemic and this resulted in casino closures.

Casino Marinha, address: 667M+47C, Luanda
Casino Marinha also does not have any sort of website or social media profile. Very little is known of the casino.
Reportedly, according to casino listing websites and directories this is the biggest casino in Angola right now, but the number of games is not known.
The casino is owned by a company called owned by the Plurijogos, which owns the Casinos de Angola chain, which owns most of the gambling establishments in the country. Plurijogos owned by former general, Kundi Paihama (UPDATE 2022: died recently), who has strong ties with politicians and has been implicated in many corruption scandals, and reportedly treats his employees really badly as well, e.g: employees didn’t get paid for nine months*.
/Comment: I would recommend not visiting this casino because of the former owner, corruption scandals and their treatment of their employees. The best way to send a message to a business, to force them to change is by not spending any money there./
