Gambling has been legal in Cape Verde since 1977. However, between 19977 and 2005 only lottery organized by the Red Cross of Cape Verde was legal.
In the 2005 additional form of gambling (including casinos) were legalized with Law 77/VI/2005, a.k.a the 2005 Games of Chance Act (Estabelece o regime jurídico da exploração de jogos de fortuna ou azar)2, which is the main piece of the gambling legislation even to this day.
In accordance with law 77/VI/2005, private casino gambling establishments can only be operated in certain designated gambling areas, and they must be attached to 4 or 5-star hotels to help develop the country’s tourism and hospitality sector.
At the moment there are 5 islands with permanent gambling zones, these are:
- Santiago;
- Saint Vincente;
- Sal;
- Boavista;
- and Maio.
Most of them don’t have any casinos yet.
Because of the strict regulations and requirements, the first private casino gambling establishment only opened in 2012, which was Casino Royal in the city of Santa Maria, on the island of Sal ( details can be seen in the Cape Verde casino gambling section below).
Because Cape Verde is a beautiful island country with a pleasant climate it has remarkable potential for tourism. UPDATE 2022: The €250 million Casino resort Praia, on the Santiago Island, the soon to be biggest casino resort of Cape Verde is still not open6, despite promises to the contrary and multiple delays. The project was indefinitely halted because of the global pandemic in 2020, due to the decrease in tourism and international travel restrictions. It is not known when the resort complex will open (if you know please leave a comment).
Online gambling is technically legal since 2005 in Cape Verde. However, wagering over the internet was only truly regulated in 2015 with the passing of Decreto-Lei nº 73-2015, a.k.a. the Digital Games of Chance Act (Regula a Exploração e Prática de Jogos e Apostas de Fortuna ou Azar Desenvolvidos á Distância)4 prior to that private gambling companies could not acquire a licence.
