Prior to 1920: Nothing is known of the legal status of gambling in German South West Africa. But presumably, based on how other African colonies functioned at that time, the German gambling laws applied to the colony, at the time.
1920 to 1965: Namibia became South African territory in 1920. South African gambling laws applied to the territory between 1920 and 1965.
1965: Gambling is officially legalized by Act 51 of 1965 in South West Africa (which was the name of Namibia while it was part of South Africa). South African gambling laws no longer applied to the territory, it had its own gambling legislation since 1965.
1990: Independence from South Africa.
1990 – 1994: Act 51 regulated gambling in the interim, until the new country created its’ own gambling laws.
1994: Gambling is officially legalized in independent Namibia with the passing of the 1994 Casinos and Gambling Houses Act, with this the newly independent country created its’ own gambling legislation.
2002: The passing of the 2002 Lotteries Act legalized lottery. This makes lottery the last type of gambling to be legalized in Namibia (this is usually the other way around in the vast majority of countries).
2017: The passing of the 2017 Lotteries Act, which overhauled the lottery laws o f the country.
2018: Online gambling was officially legalized this year with the passing of the Gaming and Entertainment Control Act 13 of 2018, which also overhauled the gambling legislation.
Gambling is legal in Namibia since 1990, according to the 1994 Casinos and Gambling Houses Act (Act 32 of 1994)1.
Interesting fact: Technically gambling has been legal since 1965 in the territory of what is now modern day Namibia (back then it was known as South West Africa), and it was made legal by Act 51 of 19652.
Between 1990 (date of independence) and 1994 (date of creation of Namibia’s first gambling legislation), the old gambling legislation, Act 51, was still in effect.
The current main piece of the Namibian gambling legislation is the Gaming and Entertainment Control Act 13 of 20183.
The gambling sector of Namibia is surprisingly well-developed. E.g..: currently there are 6 licensed casinos in Namibia (out of the 6 only 3 are operational post-pandemic) and 254 gaming houses (details can be found in the Namibia casino gambling section below).

Namibia gambling taxation
Gambling businesses in Namibia pay fixed gambling licencing fees and levies, instead of the usual performance based taxation common in other countries.
There is no set universal gambling tax rate, the fixed fees payable by a gambling business are determined by the gambling licence.
