Mayotte is a French overseas department, therefore the French gambling laws apply to it as well.
This means that all the following forms of gambling are legal:

And the following two forms of wagering are strictly state-owned and controlled:
- lottery (monopoly Française des Jeux)
- horse racing betting (monopoly of PMU)
UPDATE 2022: This is no longer entirely true, France privatized its lottery in 2019, therefore it is no longer operated by the government. However, the FDJ, and their private owners, still retain a monopoly on lottery. The PMU is still owned and operated by the government.
Despite the legal status of games of chance there are no casinos in Mayotte due to the really high French tax rates, which apply to the French territories as well, and due to the low number of tourists.
Online gambling is also legal since 2009.
France reluctantly liberalized its’ internet gambling sector in 2009 due to pressure from the EU2 (although most forms of online gambling were only legalized in 2010). This legalization applies to the French territories as well (bit not to the French collectivities).

Yes, tourists (expats, non-citizens, illegal migrants) can play online freely. However, the restrictions mentioned on this page apply to tourists as well, and they can only access licensed gambling websites (with a French or EU online gambling license), while they are using the Mahoran internet infrastructure, according to Decree 2011-2122 of 30 December 20113.

Betting on blood sports in Mayotte
All forms of blood sports are considered animal cruelty and are illegal in Mayotte and in all the other French territories as well. Betting on blood sports is also illegal.
Mayotte actually does not receive many tourists. According to the European Commission only around 60,000 people visit the islands (mostly from France).
/Comment: This is well below the Sub-Saharan African average, which is around 200 K, not counting South Africa, to put it into perspective: nearby French Réunion Island received almost 10x as many tourists, 500 K per year./
Apart from the astronomical tax rates this is the second main reason for the lack of casino hotels on the islands.
UPDATE COVID-19: These are pre-coronavirus numbers. The global pandemic had a really bad affect on Mayotte’s already underperforming tourism sector. The post-pandemic official figures are not yet known (at the time of writing) but it is certain that they are going to be significantly lower based on the number of hotels closures and the rising unemployment.
Because of the pandemic and its’ effect on Mayotte’s already weak tourism and hospitality sector, it is certain that the country will not be considered a suitable location for a new casino project by any of the big casino groups.

French gambling tax rates, which are extremely high, apply to the French territories as well.
These high taxes keep the number of gambling establishment down in mainland France, which is their goal, considering that there are over 200 casinos in the country as it is.
