Online casino gambling is not regulated in Ireland.

The 2015 amendment to the Betting Act1 legalized “remote and electronic means”, which is widely interpreted in a way that it includes the internet. However, that act only applies to betting activities (e.g.: sports betting).

Although online casino licences are not issued, the long proposed Gambling Control Bill2 mentions online gambling and it proposed the creation of an online casino licensing system.

This bill lists several categories for the various types of gambling, with their own category specific regulations. Remote casino gambling (which includes online casinos) is covered by category 2O. Therefore, it’s possible the licensing of online casinos will begin soon. However, we have to mention the are trying to get the Gambling Control Bill passed since 2012….

UPDATE 2021: The 2019 draft Gaming Control Bill still hasn’t been passed, and it is unlikely that it ever will, at least in this form.

Right now there are no Irish online casinos.

If you want to play online from Ireland you can only do so in a foreign online casino (you can find a list below). Irish players can freely play on these casino websites due to various EU laws.

Ireland and EU gambling laws: Because Ireland is an EU country Article 56 TFEU2 and Article 8 of Directive 98/34/EC (EU gambling directives) apply.

These state that online gambling companies licensed in other EU countries should be provided access to the Irish market, and these companies should be provided a way to obtain local gambling licenses (free trade of services and free competition within the Eurozone).

This is not the case.

In a similar situation the EU Top Court ruled in 2016 that Germany can not penalize or restrict unlicensed foreign operators, because they made it impossible for them to acquire licenses4.

Because Ireland only issues online sports betting licenses, and the licensing of other types of internet games of chance is not resolved, Ireland too can not legally pursue unlicensed online casinos from other EU countries.

This conflict with EU laws led to the very unusual situation that Ireland can not restrict citizens from playing in foreign, unlicensed online casinos (and these companies don’t pay any tax at all in Ireland).

Land-based casinos in Ireland

Legal status of brick & mortar casinos in Ireland: legal since 1956, operators require a licence (technically illegal, but due to loopholes it’s de facto legal)

 

Land-based casinos in Ireland have existed under various names for multiple decades. The current legal status of these establishments can be traced back to the 1959 Gaming and Lotteries Act1 (and subsequent amendments of it).

This act actually made casinos illegal in Ireland, and they are technically illegal to this day.

However, loopholes in the act allow private clubs to operate casino-like facilities (slots, pokies and other gaming machines, even certain table games, it’s a casino except you are required to become a member, which is usually free).

As is always the case with loopholes and the promise of a quick buck, it attracted the seedier elements of the society. The reputation of gambling suffered as a result, due to the many scandals, corruption and organized crime involvement that followed. Not the mention, the enforcement of the gambling law was always inconsistent in Ireland (and unaspiringly corruption allegations abound).

However, the government made steps to counteract this, and many of the subsequent amendments to the 1956 Gaming and Lotteries Act targeted these issues (especially regarding money laundering in the gambling sector, the primary anti-money laundering act is the Criminal Justice Money Laundering and Terrorist Financing Act 20102).

Gambling venues (private casino clubs, slot halls, electronic casinos) have to abide by the strict anti-money laundering laws, and are subject to frequent checks.

Casinos in Ireland are usually tiny, significantly smaller than the casinos in the neighbouring UK, and they have outdated equipment. This is because of the aforementioned unresolved legal status of casinos, which limits their size, deters investment in the sector, and keeps the big European casino companies away (Irish casinos are usually locally owned, and the sector is characterized by significant fragmentation).

/Comment: If casinos were to be properly legalized it would instantly revitalize the sector, and it would trigger a casino building boom. It’s a quite missed opportunity, especially considering that casinos often build hotels and invest into other hospitality infrastructure as well, which could revitalize the battered post-coronavirus Irish tourism and hospitality sector./

On the other hand, over the years certain government officials and departments made it their mission to make these venues close.

Casinos had interpreted the Gaming and Lotteries Act to mean that it did not apply to private members clubs. Prior to 2021 it was accepted that operating members’ clubs is compliant with the Irish gambling legislation. However, the relevant exemption has been repealed in 2021.

Despite this, the Ireland casino-like gambling establishments are still very much in operation (some have closed though), even to this day (at the time of writing). Although certain restrictions have been placed on them, such as:

 

/Comment: Instead of this, the smart way to regulate the sector would be the casino hotel route. Only casino hotels should be able to get a licence, and all existing casinos should be required to operate a sufficiently big and high quality hotel as well. This is actually a common requirement in other European countries.

Slot halls and electronic casinos are the worst offenders when it comes to problem gambling and addiction, they should get rid of them (most European countries already banned slot halls). Also, this would ensure that only big, reputable casino companies with sufficient capital would be present in the sector (because it’s always the small gambling companies, which are the most problematic, the big companies can afford to be ethical, and do everything by the book, this is common knowledge in the industry)./

Fitzpatrick’s is the biggest casino group in Ireland with 6 casinos (despite the name only one of their venues is an actual casino, the others are so called ‘electronic casinos’ or slot halls).

Other notable casino operators are Emerald Casinos, Triton casinos and Dr. Quirkey’s Good Time Emporiums (the latter also operates Carlton Casino Club).

Alcohol can not be served in any of the casinos, and you can’t bring in any alcohol. For a long time you had to be 21+ to enter, but that was changed in a 2018 amendment to be 18+, but many of the casinos still require patrons to be 21+ (e.g.: all the Fitzpatrick’s venues), despite the change.

You have to bring a valid ID, driver’s licence (or passport for tourist) to be able to register and become a member, which is mandatory.

Unlike in the rest of Europe, Irish casinos don’t have entrance fees and dress codes. If you are wearing smart casual attire you will be let in everywhere.

Sadly, Ireland has the worst and smallest casinos in all of Western Europe, due to the legal issues outlined above. This is despite the unbelievably low gambling tax (the lowest in Europe).

Future of Ireland casino licensing: The proposed and not yet passed Gaming Control Bill (can be found among the sources at the bottom of the online casino section above) would have far-reaching effects on land-based casino licensing as well3.

If the bill passes, the number of land-based casinos in Ireland will be limited by the maximum number of casino licences, which is expected to be 40 (currently about 50 private gambling clubs are operational).

The specifications of land-based casino licences may differ, but the maximum number of tables that can be allowed in the licence is 15 (poker cash game tables do not count toward this limit). The number of slot machines is also limited, and it may not exceed 25, or twice the number of casino tables (there are at least 3 casinos with more than a 100 currently).

Land-based casino licences will be valid for 10 years.

The Revenue Commissioners will be responsible for the licensing and regulation of casinos.

There will be a limit on business hours as well in the bill, which means that Irish casinos will only be open from 11.00 am until 4.30 am the next day (currently 1/3 of Irish casinos are open 24/7).

Probably the most posh private casino club in all of Ireland (and it is priced accordingly). Just like most of the better and more upscale casinos, this one is also located in Dublin.

The building the casino is located in (the old Carlton Cinema) is an impressive Art Deco building from the 1938.

The casino is advertised as “Ireland’s most beautiful casino”, which it most certainly is (sadly there are no videos of the casino online, but you can watch some pictures here), and it is also the fourth biggest casino of Ireland.

The company, which owns Carlton also operates two additional gaming venues, both are called Dr.Quirkey’s Good Time Emporium.

 

Games: around 100 gaming machines (slot machines and video poker machines) and around 20 tables (Roulette, black jack, baccarat, 3 Card Poker, Ultimate Poker, Brit Brag Poker*)

The place goes by many names: Q’S Snooker Club, Q’s Snooker Hall, Emerald Casino Clondalkin or Q’s Bingo Club.

The confusion comes from the fact that the casino is located in a building that houses a bingo hall, a casino and Q’s snooker club (all owned by the same company, in the same building) and that they really neglect their online presence (barely any online presence, some neglected Facebook pages with 35 likes and a website that looks like it’s from the 90s).

I’m going to call the place Q’S Snooker Club and Emerald Casino in Clondalkin, because this is the Clondalkin venue of the Emerald Casinos group (the group has 3 venues, this one is the biggest) and the building has Q’S Snooker Club written in red letters on the wall.

The building in which the venue is located doesn’t look nice from the outside, but it’s clean and okayish on the inside (at the time of writing).

The place gets very few reviews, but they all are 1/5 to 3/5, and nobody really has a good opinion of this neglected place. It’s likely that they will go out of business very soon.

/Comment: I’m surprised the coronavirus didn’t do this place in, but by the looks of it it’s still around./

Despite all of this, this is actually Ireland’s biggest casino (based on a number of machines they claim to have officially, although not sure how accurate or honest that is, that website hasn’t been updated for 10+ years). But even this casino is tiny compared to other European casinos, and it is downright microscopic by international standards.

It’s not a good casino by any stretch of the imagination, old machines, old tables, old building and it is pretty neglected.

The only reason this venue gets a place on this list is because according to the official numbers on their website they are the biggest casino of Ireland (in terms of gaming machines + tables, also, sadly, most of the other Irish venues are also not that much better).

 

Games: around 200 gaming machines (slot machines, very old, barely functioning slot machines by the looks of it) and around 3 tables (2 blackjack and 1 Caribbean Stud Poker) + 1 low quality electronic roulette machine with 5 terminals (keep in mind, this is probably inaccurate, their official website hasn’t been updated for a long time, if you know the actual number of machines and tables please leave a comment)

They also have a poker section with 20 poker tables for Texas Hold’em (only available during tournaments and special occasions, the online tournament schedule can be found here).

They also have a 200-seat bingo hall, and you can find info about it here.

They have snooker and pool as well of course, €10 per hour for 2 people.

There are actually two venues with the same name, both are on this list.

This is the bigger Dr. Quirkey’s Good Time Emporium at 55/56 O’Connell Street, right next to the Carlton Casino Club, the flagship venue of the group and Ireland’s best casino (which is sadly closed at the time of writing, for close to two years).

It is a small electronic casino and also an arcade that looks very nice on the inside (and decent on the outside too).

Unlike most Irish electronic casinos it has modernish machines from better brands (although as you can see on the video below it’s still not a very good selection compared to bigger European casinos).

It’s a unique combination of arcade machines and gambling machines, and it’s a great idea. I wish there were more venues like this, but in the overwhelming majority of countries, mixing arcade machines with gambling machines is not allowed.

It is certainly one of the better electronic casinos of Ireland, but what they claim on their website: “We are the second Dr.Quirkey’s Good Time Emporium to become a household name in the city” is far from the truth tough…, maybe the arcade section, not many arcades in Ireland after all (after the closure of the Funtasia theme parks, which also had casino sections).

This is the flagship casino of the biggest casino group of Ireland (in terms of number of locations, although, except for this one, all of their venues are not real casinos, despite the somewhat misleading nomenclature, they are slot halls and electronic casinos).

This is the largest, oldest and the best Fitzpatrick’s casino. This is an actual casino with live dealer tables (electronic casinos only have machines).

Even though the 2019 amendment lowered the legal age requirement to enter casinos to 18, all Fitzpatrick’s venues are still 21+.

This is the third biggest casino of Ireland (in terms of the number of gaming machines + tables, with the poker tables included), and theirs is probably the best looking and biggest poker room in Ireland.

It is located in Airside Retail Park, Swords, Co. Dublin (minutes from Dublin International Airport in Swords, Dublin).

Just like most Irish casinos they don’t have a website, and there is very little info about the venue online.

The place is certainly beautiful, this is the second best looking casino in Ireland IMO (after Carlton Casino Club), check out the video below to see for yourself.
