Online casinos in Wallis and Futuna

Legal status: illegal,  players are not prosecuted

Online casino gambling is prohibited in accordance with the gambling laws in effect in Wallis and Futuna. Officially called the territory of the Wallis and Futuna Islands, the island collectivity is located in the South pacific Island, between New Zealand and Hawaii. Wallis and Futuna consists of two larger, inhabited islands as well as several smaller islets.

Wallis and Futuna was first discovered by the Europeans in 1616, by Dutch explorers. In 1837, French missionaries arrived at the islands, with the aim of converting the locals. After a rebellion in in 1842, the Queen of the islands and the French king signed a treaty in 1887, making the islands officially a French protectorate. Since 1959, Wallis and Futuna has had the status of French overseas territory, with the French president as head of state.

In practice, this means that Wallis and Futuna is represented in the French parliament; and the French laws apply on the islands as well (except for some special cases). As a result, tehre are no specific online casino laws on the islands separate from the French online gambling laws.

While certain forms of online gambling are legal in France, online casino gambling is considered to be of higher risk and more addictive to players, and as a result it is prohibited in France and in Wallis and Futuna. As a result, there are no online casinos licensed on the islands, nor is there any way for online casino operators to obtain a gambling licence.

On the other hand, playing in online casinos is not actually prohibited in Wallis and Futuna. While France made attempt to ban online casino gambling, based on the regulations of the Europen Union, its residents may not be prosecuted for using the services of other member states. As a result, gamblers from Wallis and Futuna are free to play on the international online casino sites available to them.

Land-based casinos in Wallis and Futuna

Unlike online casinos, their brick and mortar counterparts are legal according to the French gambling laws, and as a result in Wallis and Futuna as well. The reasoning behind this is that while casino gambling is considered by the French government to have adverse effects on the players,land-based casinos are less addictive due to the fact that they are not so readily accessible as online casinos.

Even though the laws allow the establishment and operation of casinos in Wallis and Futuna, there are currently no casinos to be found on the islands. The main reason behind this lack of casinos is most likely that the local market is rather limited, as the population of Wallis and Futuna is only about 12 000 people. Naturally, casinos could operate on the islands with the aim of attracting tourists, as in the case of several other island nations in the Pacific region; however, to date the government has opted not to issue any gambling licences to casino operators.

Other forms of online gambling in Wallis and Futuna

Even though online casinos are prohibited in Wallis and Futuna, certain forms of online gambling are allowed based on the French online gambling laws. The most nottable of the legal types of online casino gambling is online sports betting, especially horse race betting.

Online gambling in France and in the French territories is regulated by the Autorité de Régulation des jeux en Ligne (ARJEL). ARJEl issues online sports betting licences and supervises the licensed operators. Since there is no separate online gambling authority in Wallis and Futuna, if a company based on the islands wished to obtain an online gambling licence, they would have to apply to ARJEL as well.

Although companies in Wallis and Futuna have the option to obtain an online gambling licence, to date there have been no such licences issued in the islands. The gamblers of Wallis and Futuna, on the other hand, are free to play on all online sports betting, online lottery and online poker sites licensed in France.
