Legal status: illegal, players are not prosecuted

The legal status of online casino gambling is quite complex in Laos. Officially named the Lao People’s Democratic Republic, Laos is a landlocked country located in Southeast Asia.

Most forms of gambling are illegal in Laos, which officially includes casinos. Even though online casinos are not explicitly covered by the gambling laws of Laos, they can be understood to be covered by the general prohibition of casinos.

However, there are actually multiple casino gambling establishments in operation within the country. Some of them operate illegally, while others are located in so-called Special Economic Zones; areas leased out by the Laotian government. Casino gambling is allowed on these premises.

Some of the brick and mortar casinos located in these Special Economic Zones (SEZ), most notably Savan Vegas, also offer online casino services. However, these online casino gambling options are considered rather unreliable, with no guarantee of a player actually getting paid if they win.

This problem comes from the special economic zones of Laos: The Laotian casino laws do not completely apply in the SEZ. Since online casino gambling is not allowed in Laos, there is also no gambling commission regulating and supervising these online casinos.

For Laotian locals looking to play online casino games, international online casinos are likely to be the best option. Although online casinos in Laos are not explicitly legal, the government has made very few attempts to actually stop Laotian gamblers from playing in unlicensed foreign online casinos.

Most of the international online casino sites welcome players from Laos, although none of them appear to be available in the local language, Lao; nor offer games in the local currency, Lao Kip. Transferring money to online casinos from Laos might prove problematic through certain banks, but there are several alternatives such as Western Union, MoneyGram, Netteller.

Land-based casinos in Laos


Similarly to online casinos, the legal status of brick and mortar casinos in Laos is also complicated. Land-based casinos, like most forms of gambling, are officially illegal in Laos. However, casinos are allowed to operate within the designated Special Economic Zones. In accordance with the law, those participating in illegal gambling may be fined for up to 2,000,000 Kip (around $240).

This law is practically never enforced, which means that Laotian gamblers are more or less free to play in the casinos of Laos. However, due to the lack of a proper casino regulation or gambling commission, there is no way to make sure the casinos are operating fairly. This is especially problematic in case a Laotian local wins big in one of the casinos. In such a situation, the winner may be threatened by the police, allowing the casino to withhold the winnings.

Most of the casinos in Laos are located near the Lao-Thai border crossings. The largest of these is the Savan Vegan which has been in operation since 2009. Officially aimed at foreigners only (mostly Thais) hundreds of Laotian people play in these casinos every day. Due to the aforementioned problems, however, it is safer for Laotian gamblers to choose international online casinos rather than the brick and mortar ones.


Other forms of online gambling in Laos


Unlike casinos, certain other forms of gambling are legal in Laos outside of Special Economic Zones as well. Laos has a national lottery run by the state, which is quite popular among Laotian gamblers. Sports betting had also at one point been legal, but no longer due to a government scandal and subsequent protests.

The Laotian State Lottery does not offer any of its games online. This means that there are currently no legal online gambling operators based in Laos, even though online gambling is not explicitly banned in the country. The establishments located in the Special Economic Zones don’t seem to offer many online gambling opportunities either.

This means that international online gambling sites constitute the best option for Laotian gamblers. Online gambling sites are generally not blocked by Laotian internet service providers, and most online gambling sites welcome players from Laos. This means that Laotian locals are free to play on online poker sites, wager at online sportsbooks, or participate in international online lottery draws with no repercussions. The language barrier and the possible difficulties with the money transfer are the only barriers to playing on international online gambling sites from Laos.
