Even though online gambling was legalized in France in 2009, according to Law 2010-476 2010 (Loi no. 2010-476 du 12 mai 2010 relative à l’ouverture à la concurrence et à la régulation du secteur des jeux d’argent et de hasard en ligne)2, due to pressure from the European Union3, this legalization did not include online casino gambling.
Online casino gambling is thought to be more addictive and therefore dangerous than other forms of wagering because of digital slots. This was the official explanation of the French government.

However, there is ongoing legal conflict between gambling companies licensed in other EU countries, the EU and the French government regarding the legal obligations of EEA (European Economic Area) members.

France, Réunion and the EU gambling laws: Because France is an EU member state and part of the EEA, Article 56 TFEU4 and Article 8 of Directive 98/34/EC5 (EU gambling directives) apply to it (these apply to the French overseas territories as well, including the French Overseas Territory of the Island of Réunion). This would violate the free flow of services within the European Economic Area (EEA). Opinions are divided on this issue, and there is considerable litigation behind the scenes. Verdicts vary greatly and they depend on the judges’ interpretation of the EU, EEA and local laws. Therefore, some online casinos (you can see a list of them below), which are licensed in the EU, continue to accept players from France and the French territories. /Comment: Many European countries are in a similar situation. The verdicts of the EU top court are manifold and controversial. E.g.: Germany was in a similar situation. Casino du Sud is located in the seaside resort town of Saint-Pierre.
This is one of the oldest casinos on the island, having been established in 1988.
The casino has a restaurant called La Brasserie du Casino and the neighbouring Villa Delisle hotel is also owned by the same company.

However, online lottery is a monopoly of the FDJ (Française des Jeux, the French lottery company, its’ monopoly on lottery extends to Réunion as well, privatized since 2019). Additionally, the biggest online sports betting company of France PMU (Pari Mutuel Urbain) also accepts bettors from Réunion (used to have a monopoly on sports betting, but not anymore, private digital bookmakers with a French licence can also accept punters from Réunion).

Bitcoin casinos Réunion
Legal status: technically illegal, players are not prosecuted
Cryptocurrencies are legal in France and in the French territories.
France’s Financial Markets Authority, the Autorité des marchés financiers (AMF) accepted the Pacte Bill in 2019 making it possible to create bitcoin trading and exchange companies in France*. This de facto legalized and legitimized bitcoin in France and in French territories.
However, bitcoin gambling is illegal** due to concerns regarding money-laundering, fraud and terrorism financing. According to the National Gaming Authority (ANJ):
“The use of cryptocurrencies is forbidden on the websites of authorized operators who are obligated to combat fraud, money laundering, and terrorism financing”
In short: none of the France licensed gambling companies can accept cryptocurrencies either offline or online.
Many of the big bitcoin, litecoin and ethereum casinos are blocked in France (but not in the French territories). However, players who place bets on these offshore crypto gambling platforms are not prosecuted, only the companies operating these websites are targeted by the authorities.
