Online casinos are officially illegal in Iraq, according to the 1969 Penal Code of Iraq1.
The penal code does not explicitly mention online casinos. However, it does state that those who participate in any kind of gambling are punishable with a fine or even jail time. This applies to online casinos as well.
As a result of this prohibition, there is no way for internet casinos to obtain a casino gambling licence in Iraq, consequently there are no legally operating licensed domestic online casino companies operating in the country.
/Comment: The potential market for Iraqi online casinos is also rather small, at the moment the internet penetration is 49%2, and most people have very slow, low quality access to the internet. Additionally, Iraq is one of the poorer Arabian countries. Therefore, even if online casinos would be legal, there would only be a handful of online gambling companies in the country./
Even though online casino gambling is formally illegal, the authorities do not seem to actually enforce these laws. As a result, playing in online casinos is among the best and safest options for Iraqi citizens to enjoy games of chance (especially if you use VPNs, virtual wallets and cryptocurrencies, for extra safety and anonymity, although it is not needed, players are not targeted by the authorities).

Even though gambling is strictly forbidden the country is not completely without gambling opportunities. Casino Suleimaniya is located in the city of Suleimaniya, very near the Irani border (where casinos are similarly illegal).
The reason for the at least semi-legal operation of the casino is that it is actually located in Iraqi Kurdistan, an autonomous region that is officially still part of Iraq. While the vast majority of the Iraqi population follows Islam, Iraqi Kurdistan – and especially Suleimaniya – is the most secular area within the country.
This illegally operating casino reportedly even served beer, which is very much illegal in the country. Many of the guests reportedly regularly arrived bearing arms, which they checked into the cloak room for the duration of their visit. The venue was infamous for attracting all the problematic and corrupt elements of Kurdistan. Despite this, the police never intervened (they were supposedly bribed).
Iraq is definitely not a tourist hotspot, but the country still receives around 3.5 million tourists per year (UPDATE COVID-19: these are pre-coronavirus numbers, it has fallen drastically since the global pandemic)3.

List of all casinos in Iraq
This is a list of all casinos in Iraq, with address, opening hours, number and types of games, dress code, entrance fee, reviews and a video of each gambling establishment, if one is available.
There used to be one casino in Iraq, despite the gambling ban: Casino Suleimaniya.
However, this was an illegally operating casino in Kurdistan, and it has been closed down by the authorities.
It is theorized that the reason they were allowed to stay open for such a long time is because the venue was connected to the very rich, corrupt, evil and influential Barzani dynasty from Kurdistan, who bribed local officials. Although this is unconfirmed.
The casino was opened in 2007 by Russian businessman Vitaly Kouznetzov and his unknown business partners.
/Comment: The casino itself was operated by a shell company, which was in turn owned by Vitaly Kouznetzov and an offshore company registered in a tax haven, the owners of this offshore company were unknown. Consequently, the identity of the other owners remained hidden./
This was the only casino in Iraq, but it has been closed for years now.
They had around 100 gaming machines, and it is unknown if they had table or card games at all.
UPDATE 2022: There seems to be another illegally operating casino in Iraq nowadays, Casino El-Abbasi in Baghdad. However, apart from some very incriminating pictures (you can watch them here) there is no info about it online. Therefore, if you know anything please leave a comment. Thanks.

Cryptocurrencies are illegal in Iraq*, according to the Iraq Central bank, which issued a statement clarifying the situation in 2017*.
The central bank states that due to the country’s current anti-money laundering laws it declares all digital currencies illegal, du to the anonymity and lack of transparency offered by the use of virtual currencies.
