Slovakia Gambling Guide
| Summary: Gambling is legal in Slovakia since 1993 (officially the Slovak Republic, a central European country, formerly part of Czechoslovakia, member of the EU, has a population of 5.4 million).

Slovakia is independent since 1993 (dissolution of Czechoslovakia).
However, in order to fully understand the history of gambling, we have to start when Slovakia was still part of Czechoslovakia and we have to look back at when they were still part of the USSR.
Prior to 1989 – When Czechoslovakia was part of the Soviet Union gambling was mostly illegal, with the exception of regional lotteries.
E.g.: the Czech lottery and sports betting company Sazka was actually established in 1948.
Close to the collapse of the Soviet Union, around 1987, casinos, horse racing betting and sport betting was started to be legalized in order to help the failing economy of the communist block.
/Comment: Unsuccessfully as it turns out, and the Soviet block collapsed leaving behind considerable debt, a ruined economy, and a poverty stricken, unhealthy and unhappy populace. This has contributed to an early legalization of gambling in the countries of the Eastern block, in order to generate much needed tax revenue and to economic growth./
There were no casinos in communist Slovakia, although, in 1988 a US company Sun Gold Developments International Corporation almost managed to build one with a 54% majority US private ownership, but Czechoslovakia collapsed before the project got off the ground1.
/Comment: Interestingly, just like in Yugoslavia at that time, the casino would have only been accessible to tourists with passports, locals would have been banned from entering./
1989 – Gambling was fully legal in Czechoslovakia since the collapse of the USSR.
1990 – Casinos Slovakia was established, the biggest local casino company of Slovakia.
1991 – The first Slovakian casino was opened in the House of Arts, in the city of Piešťany in 1991. Another casino opened the same year in Prešov.
1993 – Slovakia becomes independent, gambling is officially legal since the inception of the country.
1994 – Casino-Café Reduta in Bratislava opened its doors.
2005 – Online gambling was legalized in Slovakia for the first time.
2007 – Two new casinos were opened in cities of Nitra and Žilina.
2019 – The gambling legislation gets overhauled, and updated. Details can be seen below.
Gambling is legal in Slovakia since the country independence in 1993.
The current main piece of the gambling legislation is Act No. 30/20192 on Gambling Games, which replaced Act No 171/2005 on Gambling Games3.
The act redefines the types of venues and operators that are eligible for a Slovakian gambling licence, as well as the licensing conditions and requirements (see below at the Slovakian gambling licence section).
Online gambling is also legal in Slovakia since 2005, but it was mostly monopoly of the state owned lottery operator TIPOS (the only exception was online sports betting). However, TIPOS failed to attract many players, and the majority of people actually played on unlicensed foreign online gambling sites.
UPDATE: According to Act No. 30/2019 (effective as of 2019 March 1) online casino gambling (includes online poker) is also legal. Private companies can now acquire online casino licenses not just online sports betting licenses (TIPOS will retain its online monopoly over lottery and bingo, details below at the Slovakia bingo and lottery sections respectively).
UPDATE: Local municipalities were given the ability to ban gambling in their territories after amendments to the Slovak Gambling Act in 2020. More and more territories choose to ban gambling establishments, including Bratislava (See below).
The government attempted to ISPs (ISP = internet service provider) block unlicensed foreign online gambling providers as early as 2011, but due to various EU laws they did not comply4. However, since 2019, unlicensed online gambling websites are blocked in Slovakia.
Playing on unlicensed gambling platforms is illegal. Only licensed gambling providers can accept players from Slovakia.
Slovakia and EU gambling laws: Because Slovakia is an EU country Article 56 TFEU5 and Article 8 of Directive 98/34/EC (EU gambling directives) apply.
In 2017, all forms of gambling, apart from lottery and betting shops were banned within the capital, Bratislava, for about a year (comment: obviously the state-owned TIPOS betting shops and lottery retailers were not banned, wonder why….).
However, this ban was attacked in court, and it was revoked sometime in 2018.
UPDATE 2021: Bratislava banned gambling establishments again in 2020, and it is still banned at the time of writing. Bingo halls, betting shops, lottery retailers will be permitted to remain open. However, casinos and slot halls will be banned.
Licensed operators are allowed to continue to offer gambling services until their licences expire (most are expected to expire in around 2023, most gaming venues are still in operation, last chance to play in Bratislava, next year most of them will close).
Currently, players accessing foreign online platforms are not penalized in any way, although placing bets on unlicensed offshore gambling platforms is illegal. The government focuses its efforts on blocking unlicensed websites and prosecuting rouge operators with hefty fines instead (€500 000 per violation).
Twitch banned in Slovakia due to gambling
UPDATE 2022: Slovakia banned Twitch due to illegal gambling6 (gambling on unlicensed gambling websites from Slovakia, and gambling content being streamed to minors under 18). I expect more and more countries will ban Twitch now that gambling streamers (60 IQ individuals doing fake overexaggerated emotions while they engage in problem gambling and encourage their audience to do the same).
It has gotten very big on Twitch with some streamers making millions per year from their gullible usually under 30 audience.
/Some context to understand the decision: The majority of people who watch these gambling streamers are under 24, a good chuck under 18, usually men (search online for “study finds men watch more twitch” or “study proves gambling is done more by men” if you have doubts, these are well-known facts).
These viewers usually only have high school diplomas at most, or less, and they have a much higher rate of unemployment than average. Consequently they are poor, pretty much what the internet calls “no life”, very vulnerable to problem gambling (search online for “study proves men are more likely to engage in problem gambling” not to mention education and social class is inversely proportional with problem gambling and addiction./

Can tourists play online from Slovakia?
Yes, the laws discussed on this webpage only apply to Slovakian citizens, and does not apply to tourists. Tourists (expats, non-citizens, illegal migrants) can play online freely. However, unlicensed foreign gambling websites will be blocked by the internet services providers, and won’t be accessible, while you are using the Slovakian internet infrastructure.
Betting on blood sports in Slovakia

Slovakia gambling licenses
Gambling licenses are issued by the Slovakian Office for the Regulation of Gambling (Úrad pre reguláciu hazardných hier). You have to contact them if you wish to set up any sort of gambling business in Slovakia. Their website is available in English as well.
The legal entity applying for a license must be registered in Slovakia or in another EU country.
The main types of licenses that are issued by the Slovakian authorities, and are available for private companies are:
- casino game licence (roulette games, card games, dice games etc.. everything that is not an automatic gaming machine) – land-based only
- gambling machine licence (any kind, quiz machines are now considered gambling machines as well, technically coin games and pachinko machines are legal too, slot halls have these licenses, electronic roulette and blackjack belong in this category)
- licence for gambling games which are controlled using technical equipment and for the operation of video lottery terminals
- charity lottery
- betting licence – land-based only
- online casino licence
- online gambling house licence (online sports betting)
Validity of individual licenses:
- Two years – for instant lotteries

- Five years – for bingo
- One calendar year – for slot machines

Social gambling is not specifically regulated in Slovakia.
Loot boxes are considered gambling (just like in the Netherlands or Belgium), and require an online gambling licence in Slovakia. However, so far, computer games and video game companies were not banned for it7. This is not enforced yet.

Casino gambling in Slovakia
Casinos in Slovakia: legal since 1993, operators require a licence, slot halls are legal too

Casinos are legal in Slovakia, since the country’s independence in 1993. Actually, casinos predate the formation of Slovakia and have been legal since 1988, when Slovakia was still part of Yugoslavia and the USSR.
There are 13 casinos, most of them located in Kosice and Bratislava (UPDATE: for a while, Bratislava banned most forms of gambling, including casinos, but that ban was revoked).
UPDATE COVID-19: None of the casinos closed permanently because of the global pandemic.
Slot halls are also legal, and there are at least 50+ slot halls, the main operators are Olympic Casinos, Casinos Slovakia, Rebuy Stars and the Admiral Group.
However, due to ongoing issues with problem gambling among the poorer and less educated elements of society (especially among the gypsy population) gaming machines not located in casinos are strictly limited, the maximum wager is €0.10 per spin, and player’s winnings are capped at €5 per spin (which is ridiculously low, avoid these slot halls) and the maximum amount you can bet is €10 per session.
/Comment: It’s obvious that the government is in the process of dismantling the slot hall segment. And it’s understandable, study after study proves that slot halls contribute significantly more to gambling addiction and problem gambling than casinos and casino hotels./
UPDATE 2022: Bratislava and other smaller municipalities banned slot halls and casinos. Ever since 2020 more and more municipalities decide to ban private gambling establishments*.
Online casinos are also legal in Slovakia since 2019, according to Act No. 30/2019 on Gambling Games.
Before the change in the gambling legislation online casino gambling was a monopoly of the state owned lottery monopoly, TIPOS (they operate the digital casino eTipos).
Now that TIPOS has to compete with international, and significantly better online casinos, probably it will lose most of its player base.
Although, because of the high (22%) online casino tax, very few of the big online casinos got a Slovakian gambling licence (you an see the licensed online casinos below).
/Comment: Actually the online gambling tax rate was originally higher, 27%, but nobody applied for a license, so they lowered it. But even this 22% is still rather high, even by European standards./
The reason why online casinos were legalized is pressure from the EU. The online casino monopoly of Slovakia was against various EU laws (see above, in the Slovakia and EU gambling laws section) and the government of Slovakia was repeatedly taken to court because of this infraction.
Foreign unlicensed online casinos are illegal. The government blocks such sites, but doesn’t prosecute players, who play in unlicensed digital casinos by mistake (most players do not know which casino websites are licensed and which aren’t).
