Simon’s Guide to Online Casino Gambling in Bulgaria

 

All forms of gambling are legal in Bulgaria, but the gambling market is heavily regulated and taxed. Gambling operators who wish to offer services to Bulgarian players must acquire a licence, and pay the fee associated with operating legally within the country.

Gambling in Bulgaria was illegal until 1993 as in most Eastern European countries formerly under Soviet rule. Gambling was by and large legalised in 1993, but effective regulations were not introduced until 1998. From this point the State Commission for Gambling began issuing licenses to gambling operators in Bulgaria.

Online gambling in Bulgaria has been legal since 2008, but was regulated only in 2012. According to this law, online gambling operators were required to pay 15% of their turnover as tax. Unlicensed operators were blacklisted, and the list has been growing ever since, currently consisting of over 350 sites. Blacklisted sites are blocked by internet service providers. However, there are no laws banning Bulgarian players from playing on international sites that are available to them.

The main reason for the regulation was the expected tax revenue from online gambling operators. However, companies were reluctant to invest in a Bulgarian gambling license because of the taxes. Realising their error, the Bulgarian parliament opted to amend the gambling law in 2013. Since then, operators are required to pay a one-time licensing fee of about €50 000, and the tax on turnover has been changed to 20% of gross profits.

The lower taxes have prompted several online gambling operators to apply for a Bulgarian gambling licence. Several licences have been issued, and the Bulgarian State Gambling Commission reported a half-year revenue of about $20 million in 2014.*

Bingo in Bulgaria

Bingo is legal in Bulgaria, though not quite as popular as other forms of gambling. Bingo operators are required to have a gambling licence issued by the State Commission for Gambling. Bulgaria hosts several bingo halls which cater to locals and tourists as well, offering games in several languages.

Before 2014 bingo and beno were exempt from the taxes levied on other forms of gambling, and only a 10% corporate tax had to be payed. The regulation has since been changed to include Bingo and Keno, with taxes amounting to 15% of turnover for land-based operators and 20% of profits for online bingo games.

There are no dedicated online bingo sites licensed in Bulgaria, and the state-run monopoly over sports betting and lottery, Sports Totalizator does not offer any online bingo games either. There are, however, licensed online casino sites where bingo is available.

Poker in Bulgaria

 

Online Poker in Bulgaria: legal, requires licence

 

Poker is legal in Bulgaria, and is included in the Gambling Act as one of the games licensed casinos are allowed to offer. Live poker games are available in the larger casinos, but generally not in the smaller gambling halls.

Online poker is also legal, though no licences were issued prior to 2014. The main reason for this was likely a lack of applicants, the result of high taxes on online gambling operators. After the gambling bill was amended and the taxes decreased, PokerStars was the first online poker site to receive a Bulgarian gambling licence in 2014. Bulgaria has not closed off its online poker market, which means Bulgarian players are free to compete against the international player base.

Since then, more international poker sites have applied for and received a gambling licence.

Sports betting is legal in Bulgaria, and land-based sports betting is the monopoly of the state-run Sports-Totalizer. 50% of the company’s profits go towards supporting sports programs and organizations. The most popular game when it comes to betting in Bulgaria is definitely football. Bets may be made at several hundred brick and mortar retailers throughout the country as well as online.

Until 2013 Sports Totalizator actually monopolized the online sports betting market as well. Since then, several online sports betting sites have been licensed in Bulgaria, though many more remain blacklisted and blocked.

The Bulgarian national lottery is also run by Sports Totalizator, offering games such as Toto, 5/35 and scratchcards. Lottery tickets may be bought at several physical retailers as well as online, though not all lottery games are available online.

Since the legalisation of online gambling, several operators have received permission to offer lottery games to the Bulgarian market. Many of the online lottery sites without a licence are on the government’s blacklist and blocked by ISPs.

Bitcoin use is legal in Bulgaria, and the cryptocurrency is classified as a virtual currency. There is a Bitcoin ATM located in Sofia, Bulgaria, and there’s a Bulgaria-based Bitcoin exchange as well.

Despite the acceptance of the cryptocurrency, Bitcoin gambling is currently illegal in Bulgaria. All online gambling operators offering their services to the Bulgarian market are required to obtain a gambling licence, and to date no licence have been issued to Bitcoin casinos. As Bitcoin casinos are not licensed, they are illegal in Bulgaria, and several are blacklisted.
