Tunisia always had a reputation as one of the most liberal and secular Arab countries, especially since the 2011 Arab spring protests in the country.

It is not known exactly when online gambling was legalized, but it is certain that it happened between the passing of Law No. 63-D3 in 1984 (which legalized sports betting) and the 2022 takeover of the national lottery by Sisal.

/Comment: Previously, the Tunisian national lottery licence was awarded to Austrian Games Industries1, but for unknown reasons in 2022 the licence was granted to Sisal instead2, who will have a monopoly on online gambling as well./

There aren’t any domestic Tunisia licensed online casinos.

Online gambling in Tunisia is the monopoly of Italian gambling company Sisal, a subsidiary of Irish Flutter Entertainment.

However, not all forms of online gambling are legal in Tunisia, and online casino are certainly not of them.

Online casino gambling winnings are taxable in Tunisia since 2016, according to law no. 53- 2015 of December 254 (effective from 2016).

According to law no. 53 personal income tax applies to gambling winnings, regardless of the source.

And on top of this, according to article 52. I., c ter, of the code on personal income tax and corporate tax:

According to Shari’ah law, upon which the Tunisian Penal Code2 is based on, games of chance are haram (except horse racing betting, betting on camel races and archery contests), according to Sunan Abi Dawud3, which is the officially accepted hadith in Tunisia).

The Tunisian hospitality and tourism sector has grown rapidly ever since the legalization of casinos in the 70s and it reached its’ peak prior to the coronavirus pandemic with 9.5 million tourists per year4.

However, the global pandemic had a devastating effect on the tourism sector and the number of tourists visiting the country has fallen to 2 million per year, not even 30% of the original value.

This has a really bad effect on the casino sector of Tunisia and the number of casinos has fallen.

There are only 4 casinos currently in operation in the country, post-pandemic, These are: Grand Casino Djerba, the Grand Casino Yasmine, Casino Veneziano and Hotel & Casino Cesar Palace.

Casinos are located in resort towns, none of them are located in the capital, Tunis.

In accordance with law no. 53- 2015 of December 25, the common note of the tax administration no. 9/2018, and also Article 30 of the bill on the budget of 2021 casino gambling activities are subject to the following tax rates:

Grand Casino Yasmine, address: Yasmine Casino, Espace A2, Hammamet 8000

The casino of the Medina of Yasmine complex (a.k.a. La Médina Méditerranea complex) in Hammamet is the biggest casino in Tunisia currently.

It was formerly called Casino La Médina and many gambling blogs still refer to it as such.

The casino opened its doors in 2004.

Sadly, the casino no longer has any online presence (it used to have a website, but nowadays even finding pictures of the casino online is a difficult task). Additionally, none of the nearby hotels or even the Medina complex mentions the casino (UPDATE: Tripadvisor is the only exception).

This not surprising, considering the locals’ attitude towards gambling, it is still a controversial topic, even though they have been legal since the 70s.

The casino floor is 2000 m2.

 

Games: 100 gaming machines (slots, video poker, sadly most of the slots appear to be at least 15+ years old, bad selection), and around 12 tables (European Rouletteblackjack, punto banco, stud poker).

2., Grand Casino Djerba

Full name: Le Grand Casino de Djerba.

The casino no longer has any website, just like all the other Tunisna casinos (it is not known why all of the casino venues decide to abandon their websites).

The casino is an entertainment complex and besides the gaming machines it also boasts a 1,200-seat performance and convention hall, a snack bar, a restaurant and an entire shopping mall.

This is the biggest casino of Tunisia currently (in terms of gaming machines + tables).

 

Games: 100 gaming machines (slots, video poker, sadly most of the slots appear to be at least 15+ years old, bad selection), and around 24 tables (10 European Roulette, 4 blackjack, 1 punto banco, 4 stud poker).

Sadly nothing is know of the casino of the complex.

Even though they have an Arabic Facebook page it barely has any useful information.

The venue does not maintain a website, it only has a barely updated French Facebook page. Consequently, there is very little know of the venue.
