Legal status of digital casinos in Romania: legal since 2010, operators require a licence
Online casino gambling is legal in Romania. In theory, it has been legal for quite a few years, the Government Emergency Ordinance of 2009 (in force from 2010) made online casino gambling in Romania.
Although online casino gambling has been legal for many years, licensing system was put in place much later, as a result of pressure from the European Commission to change the prohibitive and restrictive regulation.
It was the Government Emergency Ordinance Amendment in 2013 that created the National Gambling Office, the government body responsible for the licensing and supervising of online casinos in Romania (details can be seen below, in the online casino licensing in Romania section below).
Online casino operators can apply for licences and offer their services legally in Romania since 2013.
Unlicensed online casino operators are banned and are blocked by internet service providers. On top of that, Romanian citizens who place bets on online casino sites that are not licensed in Romania may face a small fine. Therefore, we certainly don’t recommend playing on unlicensed online casinos sites.
UPDATE 2021: The government has taken measures to make unlicensed sites unavailable to Romanians currently, 1500+ unlicensed international gambling sites are known to be blocked by the internet service providers upon request of the authorities in Romania (context: in comparison, there are only 25 approved online gambling websites)1.
Interestingly, the Romanian gambling legislation states that operators who were put on the blacklist (the list of blocked unlicensed operators, you see the full list below, in the sources) can’t ever apply for a gambling licence in the future. There are 1500+ websites on that list, which means a lot of companies will never ever be able to get a licence in Romania.
/Comment: This is great idea. This discourages the big legitimate companies from accepting Romanian players without a licence (because they wouldn’t risk not being able to get a licence in the future) and the illegal, unethical, uncooperative companies will be filtered out.
Which is a really good thing. Why would anyone want to work with them, after they have demonstrated that they don’t care about the laws? Even as a player, you are better off not sharing your credit card and other sensitive information with shady companies who clearly don’t follow the law. Avoid them./

Land-based casinos are legal in Romania since 1991, according to the Government Emergency Ordinance no. 77/20091 on the Organisation and Operation of Gambling Activities, which is the main piece of the gambling legislation.
Casino gambling was legalised in Romania after the fall of of communism in 1990 (in the USSSR gambling, apart from regional lotteries were officially illegal).
The first casino to open in the country was the Casino Bucharest in 1991, located in the capital of Romania, hence the name.
The Romanian casino regulations used the be most liberal in the EU. However, it is getting stricter, and more compliant with EU regulations (especially considering money-laundering and terrorism, organized crime financing).
Romania used have many casinos (10+). However, over time, due to the 2007 financial crisis, corruption scandals and recently the coronavirus pandemic, the sector is now dominated by 200+ slot halls instead.
/Comment: Slot halls are usually smaller gambling establishments (can be as small as a pub with only a few machines), they only have gaming machines and perhaps electronic tables, no card games, no live dealer tables./
There are currently only 4 casinos in operation in the country (used to be 5 prior to the pandemic).
In most other European countries slot halls were outlawed a long time ago (e.g.: in neighbouring Hungary slot halls were made illegal in 2012). Because it is a well known fact in the gambling industry that slot halls contribute much ore to problem gambling than casinos.
/Comment: Casinos (which are often casino hotels and resort complexes) target primarily tourists and citizens from the middle class and above. While slot halls are usually frequented by people from the lower social classes and are visited by less tourists and more locals.

Not to mention, gypsies (the problematic minority of Romanian) tend to engage in problem gambling more than non-gypsies, and they tend to frequent slot halls more than casinos2.
Additionally, casinos are always operated by big companies, which tend to have the necessary capital, and expertise in legal matters and bureaucracy to do everything 100% by the book, legally. While slot halls (especially gaming machines in pubs) are often operated by smaller companies, which tend to cut corners, and are unwilling and/or uncapable to follow the letter of the law./
The largest casino currently is Casino Palace in Bucharest (you can see it below, in the Romanian casino list). Even Palace casino is considered small by international standards, but the other 3 are even smaller.
Most of the Romanian casinos are found in hotels, and cater primarily to tourists.
There is a mandatory entrance fee in Romania, every casinos has to charge €10, 50 Lei entrance fee, which is collected y the government, not the casino. This is a really unique and very atypical in Europe. All of the casinos provide free bets (or drink coupons) to players in the same amount (or usually more) to make up for it.

Casino Palace (also called Palace Casino Vernescu, or Palace Casino Bucharest, owned by S.C. Queen Investments Inc S.R.L.) is the historic casino located in the palace of the Vernescu dynasty (the name of the building is Casa Vernescu, and it was built in 1821, in a neoclassical style, since then expanded and renovated many times) located in Bucharest, the capita of Romania.
This is the casino on the picture at the top of the page. This is easily the most elegant, and most beautiful gaming venue in all of Romania. Open since 1995.
The casino section is rather small and neglected (old machines, few tables).
Additionally, they have 2 restaurants, currency exchange (not good rates according to Tripadvisor reviews), valet parking and chauffer service for VIP players.
Games: around 100 gaming machines (slots, video poker, older machines, not very good selection), and around 5 tables (American Roulette, baccarat, punto banco, blackjack, Caribbean Stud Poker, Three Card Poker, Palace Poker*)
They also have a small poker room with 2 poker tables (Texas Hold’em, Omaha, probably Omaha Pot Limit, buy-in 500 €), no info on the cash games, tournaments (if any) on the website, not known when the poker room is still open, capacity is also unknown.

This is quite a big mistake. You can’t tell which one are the real opening hours, very unprofessional (and the website ahs many other issues besides this, typos, broken English, neglected onlien presence, outdated information, and marketing buzzwords galore).

The casino with the Bucharest JW Marriot is officially called Grand Casino (but it is often informally referred to as simply Marriot Casino or Hotel Casino). It’s a modern venue, and it is also the biggest Romanian casino.

They advertise themselves as the ‘Romanian world-class casino’. Open since 2001.
/Comment: I would agree that this is the most modern casinos, great machines, good selection. However, this is far from world-class. By international standards this is barely more than a slot hall, it’s small and mediocre by international standards, but compared to other Romanian casinos it’s great, probably the best.
A better slogan, that’s not a lie, would have been: “Romanian’s best and most gaming machines, experience the most modern casino in Romania, the latest in gaming technology.” although the “latest in gaming technology” would be a stretch. They don’t have 4D slots, electronic tables with online live dealer integration or a gaming stadium with DJ and a VJ etc… But it’s certainly the best you can get in Romania./

Metropolis Casino
UPDATE COVID 2021: The casino closed permanently due to the pandemic, this will be removed from the list with the next update.
Metropolis is a medium sized casino (by Romanian standards, considered small by international standards). The only casino venue of Timisoara (a.k.a. Temesvár, population 306 K, one of the cities with still significant Hungarian minority, many bilingual people, you can expect some casino employees to speak Hungarian in addition to Romanian and English).
Sadly, they don’t have any official online presence, not even a Facebook page. Therefore, very little is actually known about the venue.
The Metropolis Roulette & Slots group owns this casino, this is their flagship venue and only casinos, they own around 14 slot halls in addition to this establishments, and that is their main profile (none of he slot halls have any websites either).
Games: around 80 gaming machines (slots, video poker), and an unknown number of tables tables (American Roulette, baccarat, punto banco, blackjack, Caribbean Stud Poker, Three Card Poker, Texas Hold’em)

Platinum Casino at Radisson Blu Bucharest & Hotel, address: Calea Victoriei 63, București 030167
Platinum Casino is located inside the Radisson Blue Hotel in Bucharest. The casino advertises itself as “a whole new concept of excitement”, but in reality this just a regular casino (one of the bigger ones in Romania).
Apart from the gaming area they also have currency exchange, a bar and a restaurant as well.
They serve complimentary (free) coffee, tea, juices and alcoholic drinks (very rare that alcohol can be served in a casino as a complementary drink, in most countries this is illegal, so enjoy it, as long as you can, probably it will be made illegal eventually).
Games: around 80 gaming machines (slots, video poker, great brands, fairly recent machines, good selection), and around 19 tables tables (American Roulette, blackjack, 3 Card Poker, Ultimate Texas Hold’em, Caribbean Stud Poker) + 2 electronic roulette machines
They also have a really nice looking poker room with about 5 tables (it’s the best looking poker room in all of Romania), you can find info about cash games and the online tournament schedule here.

Bitcoin casinos Romania
Legal status: not specifically regulated
Bitcoin gambling is not yet regulated in Romania, therefore there are no cryptocurrency-accepting casinos in the country. The state-owned lottery also doesn’t accept any alternative digital currencies.
