Legal status of digital casinos in Romania: legal since 2010, operators require a licence

Online casino gambling is legal in Romania. In theory, it has been legal for quite a few years, the Government Emergency Ordinance of 2009 (in force from 2010) made online casino gambling in Romania.

Although online casino gambling has been legal for many years, licensing system was put in place much later, as a result of pressure from the European Commission to change the prohibitive and restrictive regulation.

It was the Government Emergency Ordinance Amendment in 2013 that created the National Gambling Office, the government body responsible for the licensing and supervising of online casinos in Romania (details can be seen below, in the online casino licensing in Romania section below).

Online casino operators can apply for licences and offer their services legally in Romania since 2013.

Unlicensed online casino operators are banned and are blocked by internet service providers. On top of that, Romanian citizens who place bets on online casino sites that are not licensed in Romania may face a small fine. Therefore, we certainly don’t recommend playing on unlicensed online casinos sites.

UPDATE 2021: The government has taken measures to make unlicensed sites unavailable to Romanians currently, 1500+ unlicensed international gambling sites are known to be blocked by the internet service providers upon request of the authorities in Romania (context: in comparison, there are only 25 approved online gambling websites)1.

Interestingly, the Romanian gambling legislation states that operators who were put on the blacklist (the list of blocked unlicensed operators, you see the full list below, in the sources) can’t ever apply for a gambling licence in the future. There are 1500+ websites on that list, which means a lot of companies will never ever be able to get a licence in Romania.

/Comment: This is great idea. This discourages the big legitimate companies from accepting Romanian players without a licence (because they wouldn’t risk not being able to get a licence in the future) and the illegal, unethical, uncooperative companies will be filtered out.

Which is a really good thing. Why would anyone want to work with them, after they have demonstrated that they don’t care about the laws? Even as a player, you are better off not sharing your credit card and other sensitive information with shady companies who clearly don’t follow the law. Avoid them./

Romania and the EU gambling laws: Because Romania is an EU country Article 56 TFEU2 and Article 8 of Directive 98/34/EC (EU gambling directives) apply.

By scrolling below you can find a list of online casinos, which accept Romanian players.

Can tourists play online while visiting Romania?

Yes, tourists can freely play online. Only the locals are affected by the limitations mentioned above.

Online casino licensing and regulatory body of Romania:

Online casino licenses are issued by the National Gambling Office. You have to contact them if you wish to set up any sort of online gambling business in Romania. Their website is not available in English.

The is the regulatory body trusted with controlling and overseeing the gambling industry. A Committee inside the Gambling Office is responsible for issuing gambling licenses to both online and offline operators.

The gambling licensing system in place in Romania is very simple and easy to understand. There are only two types of licenses. Class 1 and Class 2.

  • Class 1 gambling licence: allows the company to organize any of the legally allowed forms of gambling in terrestrial, land-based form (no online gambling).
  • Class 2 gambling licence: this is the online gambling license, this includes online casinos

Only operators based within Romania, the EU, EEA or the Swiss Confederation can apply for a Class 1 or 2 licence.

Online gambling websites which have been blacklisted prior to application can not apply for a Class 2 online gambling licence.

Lottery, scratchcards, keno are the monopoly of Loteria Română, this includes their online versions as well.

Land-based casinos in Romania

Legal status of casinos in Romania: legal since 1991, operators require a licence, slot halls are legal too

Land-based casinos are legal in Romania since 1991, according to the Government Emergency Ordinance no. 77/20091 on the Organisation and Operation of Gambling Activities, which is the main piece of the gambling legislation.

Casino gambling was legalised in Romania after the fall of of communism in 1990 (in the USSSR gambling, apart from regional lotteries were officially illegal).

The first casino to open in the country was the Casino Bucharest in 1991, located in the capital of Romania, hence the name.

The Romanian casino regulations used the be most liberal in the EU. However, it is getting stricter, and more compliant with EU regulations (especially considering money-laundering and terrorism, organized crime financing).

Romania used have many casinos (10+). However, over time, due to the 2007 financial crisis, corruption scandals and recently the coronavirus pandemic, the sector is now dominated by 200+ slot halls instead.

/Comment: Slot halls are usually smaller gambling establishments (can be as small as a pub with only a few machines), they only have gaming machines and perhaps electronic tables, no card games, no live dealer tables./

There are currently only 4 casinos in operation in the country (used to be 5 prior to the pandemic).

In most other European countries slot halls were outlawed a long time ago (e.g.: in neighbouring Hungary slot halls were made illegal in 2012). Because it is a well known fact in the gambling industry that slot halls contribute much  ore to problem gambling than casinos.

/Comment: Casinos (which are often casino hotels and resort complexes) target primarily tourists and citizens from the middle class and above. While slot halls are usually frequented by people from the lower social classes and are visited by less tourists and more locals.

And lower social classes have a significantly increased chance to engage in problem gambling, and to be become gambling addicts.

Not to mention, gypsies (the problematic minority of Romanian) tend to engage in problem gambling more than non-gypsies, and they tend to frequent slot halls more than casinos2.

Additionally, casinos are always operated by big companies, which tend to have the necessary capital, and expertise in legal matters and bureaucracy to do everything 100% by the book, legally. While slot halls (especially gaming machines in pubs) are often operated by smaller companies, which tend to cut corners, and are unwilling and/or  uncapable to follow the letter of the law./

The largest casino currently is Casino Palace in Bucharest (you can see it below, in the Romanian casino list). Even Palace casino is considered small by international standards, but the other 3 are even smaller.

Most of the Romanian casinos are found in hotels, and cater primarily to tourists.

There is a mandatory entrance fee in Romania, every casinos has to charge €10, 50 Lei entrance fee, which is collected y the government, not the casino. This is a really unique and very atypical in Europe. All of the casinos provide free bets (or drink coupons) to players in the same amount (or usually more) to make up for it.

You can find all the currently operating brick and mortar casinos in the list below.

Can locals visit the casinos in Romania?

Yes, both locals and tourists can visit the casinos in Romania, unlike in some other countries (e.g.: in the entire muslim world casinos are only available to the tourists, locals can not enter).

This is a picture of the facade of Casino Palace in the capital or Romania Bucharest. This is a first element of this list of all the brick & mortar casinos in Romania. You can find the other Romanian casinos on this list, below this one, and you can read more about this gambling establishment to the right.

Casino Palace

1., Palace Casino, address: Calea Victoriei 133, București 010071

Casino Palace (also called Palace Casino Vernescu, or Palace Casino Bucharest, owned by S.C. Queen Investments Inc S.R.L.) is the historic casino located in the palace of the Vernescu dynasty (the name of the building is Casa Vernescu, and it was built in 1821, in a neoclassical style, since then expanded and renovated many times) located in Bucharest, the capita of Romania.

This is the casino on the picture at the top of the page. This is easily the most elegant, and most beautiful gaming venue in all of Romania. Open since 1995.

The casino section is rather small and neglected (old machines, few tables).

Additionally, they have 2 restaurants, currency exchange (not good rates according to Tripadvisor reviews), valet parking and chauffer service for VIP players.

Games: around 100 gaming machines (slots, video poker, older machines, not very good selection), and around 5 tables (American Roulette, baccarat, punto banco, blackjack, Caribbean Stud Poker, Three Card Poker, Palace Poker*)

They also have a small poker room with 2 poker tables (Texas Hold’em, Omaha, probably Omaha Pot Limit, buy-in 500 €), no info on the cash games, tournaments (if any) on the website, not known when the poker room is still open, capacity is also unknown.

*Palace Poker explanation, tutorial, how to play: Seems to be their own homebrew version of poker. Palace Poker not found anywhere else. They advertise it heavily on their official website, but there is no explanation of what it is at all.

Opening hours:

There are to different sets of opening hours on the official web page, depending on whether you are on the Romanian or English version of their website:

According to the Romanian website it’s:

Monday-Saturday:
9:00am – 8:00pm

Sunday:
9:00am – 5:00pm

And according to the English website:

Monday-Sunday 01:00 PM (comment: not a typo, that’s PM on the website, no idea what this means) – 22:00 PM

And according to the their Facebook page: 24/7

This is quite a big mistake. You can’t tell which one are the real opening hours, very unprofessional (and the website ahs many other issues besides this, typos, broken English, neglected onlien presence, outdated information, and marketing buzzwords galore).

If you know which, if any, are the real opening hours please let me know in the comments section.

UPDATE COVID-19: open

Dress code: unknown, not mentioned on their website, it’s probably smart casual, considering that this is an upscale, prestigious place

Entrance fee: € 10,  LEU 50 (Romanian Lei, required by law, set by the government not the casino, it’s a form of casino tax)

Meta review analysis: the casino gets good reviews, 4/5, no major problems

18+, ID, and passport for tourists, is needed to enter.

2., Grand Casino
This is a picture of Grand Casino Bucharest in the JW Marriott Hotel in Romania's capital. This is currently the biggest gambling venue in the country. You can read more about this casino gambling establishment to the right of the picture.

Grand Casino

Grand Casino in JW Marriott Bucharest (a.k.a Grand Casino Bucharest), address: In incinta hotelului Marriott, Calea 13 Septembrie 90, București 061165

The casino with the Bucharest JW Marriot is officially called Grand Casino (but it is often informally referred to as simply Marriot Casino or Hotel Casino). It’s a modern venue, and it is also the biggest Romanian casino.

You can take a 360° virtual tour of the entire casino here.

They advertise themselves as the ‘Romanian world-class casino’. Open since 2001.

/Comment: I would agree that this is the most modern casinos, great machines, good selection. However, this is far from world-class. By international standards this is barely more than a slot hall, it’s small and mediocre by international standards, but compared to other Romanian casinos it’s great, probably the best.

A better slogan, that’s not a lie, would have been: “Romanian’s best and most gaming machines, experience the most modern casino in Romania, the latest in gaming technology.” although the “latest in gaming technology” would be a stretch. They don’t have 4D slots, electronic tables with online live dealer integration or a gaming stadium with DJ and a VJ etc… But it’s certainly the best you can get  in Romania./

Games: around 160 gaming machines (slots, video poker, brands: EGT, IGT, Interblock and Austrian Gaming International), and around 20 tables (American Roulette, baccarat, punto banco, blackjack, Caribbean Stud Poker, Three Card Poker, Ultimate Texas Hold’em)

They also have a small poker room, but there is no info about the number of poker tables, max capacity, types of poker played and there is no online tournament schedule.

3., Metropolis Casino - PERNAMENTLY CLOSED
This is a picture of the lit neon sign of Metropolis Casino in Timisoara. This is the third element on this list of all 5 casinos of Romania. You can find the other venues above and below this one. You can read the details of this casino next to the picture, including address, opening hours, number of games, dress code, entrance fee, a video of the venue and reviews.

Metropolis Casino

Metropolis Casino, address: Incinta Iulius Mall, Strada Aristide Demetriade, Timișoara 300088

UPDATE COVID 2021: The casino closed permanently due to the pandemic, this will be removed from the list with the next update.

Metropolis is a medium sized casino (by Romanian standards, considered small by international standards). The only casino venue of Timisoara (a.k.a. Temesvár, population 306 K, one of the cities with still significant Hungarian minority, many bilingual people, you can expect some casino employees to speak Hungarian in addition to Romanian and English).

Sadly, they don’t have any official online presence, not even a Facebook page. Therefore, very little is actually known about the venue.

The Metropolis Roulette & Slots group owns this casino, this is their flagship venue and only casinos, they own around 14 slot halls in addition to this establishments, and that is their main profile (none of he slot halls have any websites either).

Games: around 80 gaming machines (slots, video poker), and an unknown number of tables tables (American Roulette, baccarat, punto banco, blackjack, Caribbean Stud Poker, Three Card Poker, Texas Hold’em)

They also have a small poker room, but there is no info about the number of poker tables, max capacity, types of poker played and there is no online tournament schedule.

Video of Metropolis Casino:

Opening hours: 24/7

UPDATE COVID-19: closed permanently

Dress code: unknown, casual is probably fine, this not an upscale, posh place

Entrance fee: € 10,  LEU 50 (Romanian Lei, required by law, set by the government not the casino, it’s a form of casino tax)

Meta review analysis: the casino gets okay reviews, 3/5, old machines, rude staff, many gypsies, these are the main complaints according to the online reviews

18+, ID, and passport for tourists, is needed to enter.

4., Platinum Casino at Radisson Blu Bucharest & Hotel
This is a picture of the front entrance of Platinum Casino at Radison Blu Hotel in Bucharest. You can read more about this Romanian casino hotel to the right of the picture.

Platinum Casino

Platinum Casino at Radisson Blu Bucharest & Hotel, address: Calea Victoriei 63, București 030167

Platinum Casino is located inside the Radisson Blue Hotel in Bucharest. The casino advertises itself as “a whole new concept of excitement”, but in reality this just a regular casino (one of the bigger ones in Romania).

Apart from the gaming area they also have currency exchange, a bar and a restaurant as well.

They serve complimentary (free) coffee, tea, juices and alcoholic drinks (very rare that alcohol can be served in a casino as a complementary drink, in most countries this is illegal, so enjoy it, as long as you can, probably it will be made illegal eventually).

Games: around 80 gaming machines (slots, video poker, great brands, fairly recent machines, good selection), and around 19 tables tables (American Roulette, blackjack, 3 Card Poker, Ultimate Texas Hold’em, Caribbean Stud Poker) + 2 electronic roulette machines

They also have a really nice looking poker room with about 5 tables (it’s the best looking poker room in all of Romania), you can find info about cash games and the online tournament schedule here.

They have a VIP section as well.

Video of Platinum Casino at Radisson Blu Bucharest & Hotel:

Opening hours: 24/7

UPDATE COVID-19: open

Dress code: unknown, I recommend smart casual, no info about it on their official website

Entrance fee: € 10,  LEU 50 (Romanian Lei, required by law, set by the government not the casino, it’s a form of casino tax)

Meta review analysis: the casino gets average reviews, 3.5/5, the most common complaints are: rude staff (cultural differences, Easter European people are dour, straight to the point, very direct, no fake smiling, comes off as rude to Western Europeans, and especially to Northern Americans), expensive place, crazy strict COVID-19 measures (no longer in place), and also many people leave their negative review of the hotel at the casino’s page by mistake, because of the name and same address

18+, ID, and passport for tourists, is needed to enter.

5., Spoker
This is a picture of the poker room of Spoker in Brașov. You can read more about the address, opening hours, dress code, number of games, tournament schedule, video, review of this Romanian casino & poker club to the right of the picture.

Spoker

Spoker, address: Blvd. Alexandru Vlahuta 10, Brasov

Spoker is primarily a poker club (open since 2013), but it’s also a casino and has gaming machines and table games (the vide below concentrates on the poker offering of the venue).

Games: around 20 gaming machines (slots, video poker, cheapo, low quality machines, not very good selection), and around 5 tables that are not poekr tables (American Roulette, blackjack)

They have a really nice looking poker room with about 10 tables (it’s biggest poker room in all of Romania), you can find info about cash games and the online tournament schedule here.

They have a VIP section as well.

Video of Spoker:

Opening hours: 18:00 – 06:00

UPDATE COVID-19: open

Dress code: from the official website: “must wear decent outfit”, which I interpret as smart casual

Romanian casinos, which were on the list but were removed:

  • Constanța Casino – still closed, it’s a beautiful building, shame that it slowly rots away unused
  • Novotel Hotel & Casino closed  – they no longer have a casino, It’s now called Novotel Bucharest City Centre Hotel**** , I think what was the casinos is now a meeting hall/conference center
  • La Grande Vie Casino
  • Casino Valoro Timisoara
  • Casino Partouche – Athenee Palace Hilton

Other:

Sinaia Casino is not a casino since the 1940, despite the name (it’s a beautiful international conference center). Also, Fortuna Palace is also not casino, it is a slot hall, despite what some casino listings sites claim.

Bitcoin casinos Romania

Legal status: not specifically regulated

Bitcoin gambling is not yet regulated in Romania, therefore there are no cryptocurrency-accepting casinos in the country. The state-owned lottery also doesn’t accept any alternative digital currencies.

However, some of the foreign online casinos, which have Romanian gambling licenses accept bitcoin, litecoin and one of them even accepts ethereum and ripple.

You can see them below.

Other forms of online gambling in Romania

The recent changes in Romanian online casino regulations also affected many of the various other online gambling markets in Romania. With the issues now more or less settled, both local and international online gambling companies may apply for Romanian online gambling licences.

But it’s not just online casinos which were legalized, the following other forms of online gambling are also legal in Romania:

Online poker is one of the most popular forms of gambling in the country. The larges online poker operators such as PokerStars jumped on the opportunity to obtain a Romanian online poker licence quite early.

The Romanian online poker market is connected to the global player pool, unlike some other countries, which are “fenced off”*.

*Fencing off definition: Means players from the country can only play poker against other players from the country, this is called fencing off in the poker industry.

Online sports betting is also legal, licenses are available to both local and international companies. The most popular sports to wager on are football, handball, basketball and, perhaps surprisingly, rugby.

Lottery is a national monopoly in Romania, but the national lottery, Loteria Romana, currently does not offer any of its games online (which makes it one of the last European lottery that does not have an online platform).

SimonTheSorcerer

Thank you for visiting:
This is a selfie of the author and owner of Simon's Casino Gambling Blog, me, Simon András Péter, a.k.a. by the internet pseudonym SimonTheSorcerer, owner of Simon's Online Marketing Kft. This is the homepage of my online casino gambling blog, you can see what's on the website, the links to all the different sections of the website.

That's me, Simon, thank you for visiting.

Don't worry, this is not an ad! ;) Just wanted to make sure to tell you that I'm glad you visited this gambling blog. I'm Simon, the only author and the man behind this blog (if you are interested, my unusual life story can be found on the homepage, under the "About me" dropdown section).
I'm an independent gambling blogger since 2012. In this sector dominated by huge media companies, casino operators and online marketing networks, who can easily spend $ millions on their online gambling blogs, it's not easy for an independent nobody like me to survive. It took me about 6 years, working my ass off, to even have a chance to be noticed by visitors like you. I'm lucky enough that for a few years now, I make enough money to be able to do this full time (before that, I had part-time jobs, ghost writing gigs, online marketing this and that).
Now I can finally do this full time, thanks to visitors like you! And it means a lot! If you are interested, please bookmark this site (no social media profiles, I no longer have any, but please feel free to share anything on any social media networks, if you still use them). I don't have any money to advertise, and if you have a personal blog, any social media profile, please mention my gambling blog and link back to it. This the only way for a small website like this to grow. Thank you!

Charity: As a way to help others, to give back, I sometimes donate to Kiva. If you click on the ads on the website, I make some money. And in a good month, if I make more than my expenses, I donate to people and projects on Kiva.
Kiva helps young entrepreneurs in developing countries, which is an issue close to my heart for obvious reasons. If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivezing hard work and entrepreneurship). This is the right way to fight poverty in developing countries (or anywhere else really), and if this is something you are interested in, and if you would like to know more, or to help out, please check out Kiva.org here. Thank you!
