Online casinos in the Isle of Man

Legal status: legal, requires licence

Online casino gambling is legal in the Isle of Man, which is a British crown dependency located in the Irish Sea. While the British government makes the military and foreign relations decisions for the island and the head of state is Queen Elizabeth II, the Isle of Man is self-governing in other matters. This means that they can create their own legislation regarding online casino gambling, and have indeed done so.

The law currently in effect that regulates online casino gambling is the 2001 Online Gambling Regulation Act. This act – OGRA for short – was created by the Gambling Supervision Commission, which is the authority that issues Isle of Man online casino licences and, as the name suggests, supervises the licence holders as well.

The Isle of Man is both very welcoming to online casino operators and quite strict regarding the regulations. This results in an environment which is optimal for both online casinos and the players. The Isle of Man has very low taxes in general, and some companies may need to pay no tax at all, making the territory ideal for online gambling companies.

This has resulted in several large online casino and gambling operators relocating their headquarters to the Isle of Man in the past years. Such companies include online poker and casino giant PokerStars as well as gambling software developer RNG Gaming.

When it comes to players, Isle of Man licences are among the best one can choose from when looking for online casino sites. The Gambling Supervision Commission has taken extensive measures to prevent licensed operators from scamming their clients, resulting in some of the safest online casinos in the world. As a result Isle of Man gambling licenses are among the few UK whitelisted licences.

Land-based casinos in the Isle of Man

While the development of gambling is actively encouraged in the Isle of Man and several online casino licences have been issued, there is only a single brick and mortar casino on the island. Then again, this is not so surprising seeing as the population of the Isle of Man is less than 100.000.

Land-based casino gambling was originally regulated by the Casino Act 1986. This law has since been amended twice, in 1990 and 2012. In accordance with the Casino Act the Gambling Supervision Commission has a list of games that may be played in casinos. This list contains practically all of the more popular casino games as well as slot machines and poker.

The only licensed casino on the Isle of Man, the Best Western Palace Hotel & Casino is located in Douglas, the capital of the Isle of Man. The casino offers various table games such as roulette, blackjack as well as slot machines. Poker tournaments are also held regularly in the casino.

Other forms of online gambling in the Isle of Man

The Isle of Man is adamant in attracting online gambling companies of all kinds, not only online casino operators. Practically all types of online gambling are legal on the island. While the Gambling Supervision Commission oversees all of these activities, there are different laws affecting sports betting and lotteries, for example.

However, the Online Gambling Regulation Act covers most of the aspects of all forms of online gambling, which means all online gambling operators must obtain an OGRA licence. Many of the well-known online gambling companies have decided to place their headquarters on the island, mainly to avoid the 15% gambling tax of the United Kingdom.

Regarding sports betting, the most famous company located in the Isle of Man is most likely Paddy Power. When it comes to online poker, PokerStars immediately comes to mind. There are also several online bingo sites licensed in the Isle of Man, despite the fact that the land-based version of the game is not that popular on the island.

As it is probably obvious from these examples, locals have all of their online gambling needs met by locally licensed online gambling sites. However, should they wish to play on online gambling sites licensed elsewhere they are free to do so, as playing on such sites is legal and the sites themselves are not blocked.

Online casino gambling licences in the Isle of Man

As mentioned before, online casino licensing in the Isle of Man is regulated by the OGRA and supervised by the GSC. There is an initial fee of GBP 5,000 and an annual fee of GBP 35,000 associated with the full OGRA licence. There are also sub-licences and network licences available to technology providers and operators from other countries. Full OGRA licences are only available to Isle of Man companies.

In order to prevent any frauds or scams, the GSC keeps every applicant under close scrutiny. The applicant must supply various documentations and an application form in order to be considered for an online gambling licence. OGRA licences are valid for up to five years after which they need to be renewed.

While there have been some changes in the regulations in the past years, the current legislation seems satisfying to all parties – the government of the Isle of Man, the online casino operators, and the players. As a result, there are no signs of any change coming to the licensing process in the Isle of Man
