Gambling was legal in the state of Kosovo* from 2004 till 2019 ,according to the Law No. 04/L-080 Law on Games of Chance1.
However, in 2019 gambling was made illegal in the country. The reason for the near complete ban (the state owned lottery remains legal of course…) was two murders and robberies which took place in gambling establishments with ties to crime families2. The killer was a corrupt policeman with ties to Kosovo organised crime, allegedly.
This killing spree made headlines in the country, and it became heavily politicized. The result was a heavy handed ban on gambling.
/Comment: The real issue is of course corruption in the police, and organized crime, but that’s not easily solved (or maybe the current leadership doesn’t even want to solve it…). And in order to appear useful, in a political show of force, gambling was made illegal./
Making gambling entirely illegal in Kosovo resulted in the loss of 4000 jobs, the closure of 400 businesses, including 306 betting shops, 133 outlets with gambling machines and six bingo parlors3. The tourism sector is estimated to shrink by about 10% due to the ban. This is very significant in an already impoverished country, in the middle of the coronavirus pandemic.
UPDATE COVID-19: Gambling is still illegal and the tourism sector contracted by more than 10%. However, in all fairness, it is not known how much of this decrease was due to the gambling ban, and how much of it was due to the coronavirus pandemic.
A according to estimates as much as 5% of the GDP leaves the country as people go to play slots and other games in the casinos in the border towns of Serbia, Bulgaria, Albania, Montenegro and Macedonia.
There was only one casino in Pristina before the ban. The overwhelming majority of gambling establishments were smaller slot halls (basically pubs with a few slots or video poker machines or electronic roulette, no live dealers, no card games, no croupiers).
UPDATE 2021: Illegal gambling has been steadily on the rise in Kosovo since the ban, and even the police is impacted. Just recently, police officers were arrested in connection with illegally operating casinos4, which were allegedly owned by the mafia.
This is really worrying, considering that the reasons for the ban were the corrupt police and organized crime, in the first place. Apparently the ban couldn’t eradicate the real problem (maybe they even made it worse by driving the whole sector underground).
Online gambling is also illegal in Kosovo since 2019. However, players are not prosecuted for playing online on offshore gambling platforms. And most of the online gambling sites, which accept players from Kosovo (see bellow) are not blocked.
