Hungary Gambling and Online Gambling Laws, Rules, Regulations

Hungary is a landlocked country in Central Europe (Central European geographically, but Eastern European culturally and economically). The country’s population is around 10 million, visited by 16.9 million tourists every year. Most of these tourist (80%) only visit Budapest, the capital (3 million residents in metro) and unsurprisingly 5 of the 11 licensed, currently operating casinos are located there.

Gambling is legal and regulated in Hungary since 1991* (before that they were part of the USSR, and in the Soviet Union gambling was illegal). Gambling is partially regulated and controlled by the NAV (the National Tax and Customs Administration of Hungary). The NAV (National Tax and Customs Authority) controls the licensing process, and the Szerencsejáték Felügyelet (Gambling Supervisory Authority) controls and oversees all licensed gambling activity within the country, including online gambling. The law allows the licensing of 11 brick and mortar casinos throughout the country, as of now, all 11 casinos are operating. Only licensed land-based casinos are allowed to operate online casinos, but partnering with foreign companies is possible (only one of them, Grandcasino Debrecen is in such a partnership). These casinos offer the popular games to players like blackjack, roulette, and poker, but sports betting, lottery and lottery type games (scratch cards, keno, bingo etc.) are monopolies of Szerencsejáték Zrt.. Szerencsejáték Zrt. (Game of Chance cPlc.) is a state controlled gambling operator controlling the national lottery and through subsidiaries sports betting in Hungary. It has a monopoly on lottery, online lottery, sports betting and online sports betting. Since 2012, gambling is limited to licensed casinos, and bookmakers and horse racing betting offices (LOVI) of Szerencsejáték Zrt.. Slot machines in pubs and smaller slot halls, which were ubiquitous in the country are banned since 2012.

Online gambling is also legal in Hungary. After years of negotiations with foreign gambling companies and EU officials the new licensing system is complete.** The first licensed online casino was opened in the second half of 2017 by LVC Diamond Kft., in partnership with Ezugi and Finnplay*** (lottery, online lottery, lottery type games and sports betting remain the monopoly of the state) it’s vegas.hu, since then grandacasino.hu opened as well, which is only partially owned by a Hungarian company, the other owner is an offshore tax-evading company registered in Curacao, a tax haven, home to the biggest online casino companies. Apparently this is okay and legal too… (but in all fairness this is pretty tame in the world of online gambling, there are much worse things. Believe me, much worse, this is nothing…)

/LVC Diamond Kft. was one of the companies of Andrew G. Vajna (RIP 2019), a Hungarian born world famous producer (producer of Rambo, Total Recall and Terminator) and owner of multiple casinos in Budapest. Sadly he passed away in 2019.  He also served as the government commissioner in charge of the Hungarian film industry (his work is associated with the film Son of Saul, because of his connections in the American film industry and because of the topic it got an Oscar for best foreign movie in 2016)./

Just like in most European countries, the gambling law is not fully EU compliant. And just like most EU countries (including Greece, France, Belgium etc. – and most importantly Germany itself, the de facto leader of the European Union, and the biggest criticiser of the Hungarian system) the country doesn’t care, and the EU is powerless to really do anything about it. But unlike Germany, Hungary is repeatedly attacked and threatened with sanctions for this. These are politically motivated attacks, the EU hates the strong nationalist, anti-globalist ruling party FIDESZ (3 consequent landslide, two-thirds victory for the ruling party, unheard of in Western Europe), which puts the interest of the Hungarian people above the EU and the 1% ruling EU globalist elite, and is unashamedly politically incorrect, favouring strong Hungarian families with 2+ children over muslim and african migration. Obviously the globalist 1%, and EU poltiicans don’t like this.

Szerencsejáték Zrt. operates an online lottery and an online bookmaker as well. Foreign online gambling operators must acquire a license to be able to accept players from the country. However, they can’t, because all the land-based casino licenses are taken (capped at 11), and you need have a land-based casino licence in Hungary to get an online gambling licence. APrtnerhisp would be possible, it seems like, so far, not many of them were open to partnerships (just one partnership so far). This is by design btw., Hungary doesn’t want to let in the offshore, often tax-evading, foreign gambling companies, on purpose, and I can’t blame them. And that is what the EU criticises.

 

Hungary gambling licenses

However, the number of licenses are capped at 11. All of them are already taken. To get an online casino licence, a company needs to already have a casino licence, or partner with a Hungarian licenced company. Therefore, it’s not really realistically feasible for foreign companies to acquire Hungarian gambling licenses currently.

Gambling tax in Hungary

Casino and online casino gambling is taxed the following way:

 

+The high annual license concession fee (116 million Hungarian Forints per casino and online casino website, €335 338, second highest licensing fee in Central Europe) can be entirely deducted from the taxes paid. Otherwise many casinos would have gone bankrupt in the countryside. It’s among the top 10 highest annual licensing fees in Europe, and considering that this is a Central European country with only 10 million not very wealthy people, it’s quit a lot, considering.

 

Lottery-type games are taxed the following way:

 

Sports betting taxation in Hungary: 20% of net winnings paid out reduced by invalid bets

Online sports betting: 15% of winnings paid out****
Horse racing betting: tax free, except online

 

Bingo taxation in Hungary: 7% of the monthly prize pool

 

This is on top of other regular taxes, keep in mind.

 

For players, taxation of gambling winnings: Players don’t need to pay taxes on gambling wins if it’s from legally operating licensed operators. However, players do need to pay taxes on winnings from unlicensed sources (this is rarely enforced, unless it’s about really big amounts, but it’s still illegal if you don’t pay taxes on your gambling wins from foreign, unlicensed online casinos or sports betting websites).

Loot boxes or similar gambling like activities in video games are not regulated in Hungary. Social gambling is also not specifically regulated.

The Hungarian system is actually one of the simpler, clearer, more straightforward systems, especially compared to the mess in Greece or Germany, which are probably the worst gambling systems in the EU currently (UPDATE 2021: no longer true both Germany and Greece overhauled their systems, especially in relation to online gambling). Or compared to the offshore tax havens, money laundering centers of Monaco, Guernsey, Channel Islands, Gibraltar (all located in Western Europe btw….). But the gambling tax is somewhat higher than the EU average countries, and the annual licensing fee really high considering the size and income level of the local market.

ISPs block unlicensed gambling websites, but players are not prosecuted. The online casinos below accept players from Hungary. Keep in mind, even though players are not prosecuted, accessing online gambling websites that are not licensed is illegal, and I certainly don’t recommend it.

Bingo in Hungary

 

Online bingo in Hungary: legal, monopoly of Szerencsejáték Zrt.

 

Bingo is not very popular in Hungary. There was only one bingo hall in the entire country (Bingó Sugár, opened in 2009) but it closed, for many years now. Sometimes local municipalities, hotels or nursing homes organize bingo, this is technically illegal. Bingo is considered a lottery-type game in Hungary, and therefore Szerencsejáték Zrt., the national lottery company, has absolute monopoly over bingo and online bingo games in Hungary.

Acquiring brick & mortar bingo licenses is not possible for foreign or domestic operators. The same goes for online bingo. Right now there aren’t any online bingo sites licensed in Hungary, and no bingo halls whatsoever. If you want to play bingo online you have to register at a foreign website.

Poker in Hungary

 

Online poker in Hungary: legal, requires license

 

Players from Hungary can play poker e.g.: in Tropicana casino and in Las Vegas casino in Budapest and in most of the other casinos as well, in some form or another, if nothing else texas hold’em against a dealer. Both of these casinos also regularly organize poker tournaments (the Budapest Poker Open), and they are considered the hubs of the Hungarian poker scene.

Online poker is legal as well. However, no online poker licenses were issued so far. Unlicensed gambling websites are blocked by the National Tax and Customs Administration of Hungary. However, players from Hungary, are not prosecuted for playing in unlicensed poker networks. And because of the lack of local, domestic option right now that’s your only option.

Sports betting in Hungary

 

Online sports betting in Hungary: legal, state monopoly

 

 

Sports betting is really popular in Hungary (especially betting on football), and there are betting shops everywhere (these betting shops sell lottery tickets and scratchcards as well). Sports betting and online sports betting is the monopoly of the state-run Szerencsejáték Zrt. The company’s subsidiary, Tippmix handles sports betting and online spots betting (except for horse racing betting – called Kincsem, which is handled exclusively by the Magyar Lóversenyfogadást-szervező Kft., which explains why there is no online horse racing betting, even though there is a developed online sports betting platform for years now…, it’s a shitty company tbh., and even their horse racing betting offices look run-down and ugly, their market share decreases year by year, and they are slowly killing horse racing betting in Hungary, incompetent bunch). Players from Hungary can bet on sports online on the company’s website.

Foreign online sportsbooks can not enter the Hungarian market*, for now it is strictly the monopoly of Tippmix. The government blocks foreign, unlicensed bookmakers but punters from Hungary are not prosecuted for placing bets with them (due to the aforementioned EU ruling). E-sports and fantasy football betting is not regulated separately in Hungary, they are considered sports betting and therefore they are also the monopoly of the national lottery.

Arguably, the lottery is the most common form of gambling in the world. It is certainly, by far, the most popular form of gambling (both online and offline) in Hungary. The lottery is a state monopoly in the country with the state-owned Szerencsejáték Zrt. controlling it. The company offers many types of lottery and lottery-type games, e.g.: Keno, 6-os Lottó, 5-ös Lottó, and Skandináv Lottó, scratchcards, and more. Players from Hungary can purchase lottery tickets online too. Hungary is also one of the participating countries in the European lottery, Eurojackpot (but not Euromillions).

Bitcoin gambling in Hungary

 

Bitcoin gambling in Hungary: not specifically regulated

 

Bitcoin gambling is still a relatively new phenomenon so only a handful of countries issued laws regarding its use. As of now, there aren’t any specific laws in Hungary about bitcoin gambling. However, bitcoin is not considered money or a unit of value in Hungary. It’s not clear whether, or how (if at all) this influences bitcoin gambling. Cryptocurrency gambling is online gambling with a digital currency. All online gambling operators, who wish to accept players from Hungary have to acquire a license, and Bitcoin casinos are no exception. However, so far, none of the licensed online casinos accept bitcoin or other cryptocurrency. The national lottery also doesn’t accept alternative digital currencies. None of the land-based casinos accept bitcoin , litecoin, ethereum or other cryptocurrency. There are no bitcoin casinos in Hungary right now and it is not known whether a casino could even accept bitcoin (probably not, it’s not regulated, but no official statement from the government on the issue). It’s entirely not regulated at this point.

Right now if you would like to use bitcoin in a casino you must do so in a foreign online casino. The casinos below accept players from Hungary and bitcoin.

  1. Can a foreigner play scrtachcarss or lottery in hungary?

    1. Yes, by all means. You can even register at their website too szerencsejatek.hu if you have a temporary Hungarian residence, but if you don’t, then you need to go to a betting shop in person and they will help you. You will need need some sort of gambling card which you can get there, with that you will be able to use the online platform. Keep in mind most betting shop clerks don”t speak very good English, and they are very dumb usually, so look it up on the website first, otherwise they won’t know what is that you are looking for and you won’t be able to tell them.     1. Sorry, that was incorrect, I fixed that. That’s 15% of winnings paid out, 15% each time some wins something. Also, sports betting and online sports betting are a monopoly of the state owned Szerencsejáték Zrt.
