The Cayman Islands consist of three islands and are situated in the Caribbean Sea. The Cayman Islands are one of the few remaining non-self-governing territories in the world, as they are a former part of the British Empire and currently a British Overseas Territory. While the head of state is Elizabeth II., the Cayman Islands have a Legislative Assembly with the jurisdiction to make decisions on domestic matters, including gambling.

All forms of gambling are prohibited in the Cayman Islands. The ban was imposed by the 1963 Gambling Act – according to this, gambling is punishable by up to two months of imprisonment or 10$. The low amount of the fine is a result of the outdated regulation, and recently, gamblers have been prosecuted under various charges in order to increase the maximum fine.*

On the 23rd October, 2015 a new amendment to the gambling law was passed. This amendment allows raffles, which had previously been held in schools, churches, etc. illegally. The bill also allows gambling on Cayman-registered cruise ships, though not when they are in port or on Cayman Islands territorial waters.**

Such events, though technically illegal, were practically never broken up, nor were the organisers punished. The 2015 amendment to the gambling regulation decreed that such raffles may now be held legally.

There is no specific regulation regarding online lotteries, but it is likely those are illegal as well.
