Simon’s New Caledonia Casino and Gambling Guide


New Caledonia is a special collectivity of France located in the southwest Pacific Ocean, 1,210 km (750 mi) east of Australia and 16,136 km (10,026 mi) east of Metropolitan France. The territory of New Caledonia includes the main island of Grande Terre, the Loyalty Islands, the Chesterfield Islands, the Belep archipelago, the Isle of Pines, and a few remote islets.

James Cook discovered and named New Caledonia back in 1774, during his second voyage. New Caledonia kept its independence till 1853 when Napoleon III ordered the occupation of the territory. So New Caledonia became a penal colony and remained a colony till 1946. After 1946, New Caledonia became an overseas territory of France and by 1953, all the citizens from the islands were granted French citizenship regardless of ethnicity.

Another milestone in the country’s history came in 1998 with the Noumea Accord. This treaty set the groundwork for a 20-year transition that will gradually transfer responsibilities to the local government. In 2018, a vote will take place to decide if the country wants to stay a French territory, or wants to get completely independent.

Gambling in New Caledonia, due to it being a French territory, is completely legal. Casino owners, however, have to acquire the proper licence to operate. There is currently only one casino operating in New Caledonia, the Grand Casino de Noumea. Online gambling is legal in France since 2010 (so it is legal in New Caledonia too), but it is nowhere near as popular as the land-based casinos. Currently, 3 types of gambling are legal to conduct online: sports betting, poker, and betting on horse races.

Online gambling was the monopoly of the French national gambling company Française des Jeux (FDJ). In 2010, law No 2010-476 of 12 May, usually referred to as the French Gambling Act was enacted, which opened up the market to private operators. However, the new regulation imposed harsh taxes (33%) and several other measures on licensees, that made the legal French online gambling market somewhat unappealing to operators. The legislation established a regulatory body called ARJEL (Regulatory authority for online games), which is trusted with overseeing and controlling the gambling industry and issuing licences.

Only online sports betting (live betting, pool betting and fixed odds betting), online horse race betting (pool betting) and online poker (Texas Hold’em and Omaha Poker 4) was legalised.

ARJEL also orders ISPs to block unlicensed foreign gambling sites. However, playing on such platforms is not criminalised by French law, therefore residents of France (and its overseas departments, including New Caledonia) are free to wager on websites they can access.

New Caledonia is a French territory, therefore, the French gambling laws apply. In France, gambling is completely legal, and popular too. In New Caledonia, there is only one casino operating at the moment, the Grand Casino de Noumea. The casino offers popular casino games to visitors such as pokerblackjack, and slot machines to name a few. Due to the lack of French online casinos, players have no choice but to play in foreign online casinos, which accept players from France and its overseas territories (there are not that many).

Bingo in New Caledonia

Bingo is a very popular casino game, especially in the US. France made gambling legal, including bingo. However, online bingo is not legal. The French Gambling Act only legalized sports betting, online sports betting, online poker and online horse race betting. Online bingo remain illegal in France and its overseas territories.

New Caledonia is a French territory (at least till 2018, then there will be a vote), which means French gambling laws apply. New Caledonian players can enjoy poker in the only operating land-based casino in the island, the Grand Casino de Noumea. There are no online casinos operating in the region but online poker is one of the few form of online gambling, which is allowed.

Due to the high tax on online gambling (33%) online poker platforms are not interested in applying for a licence. Currently, I can not recommend any.

However, due to the 33% tax on online gambling, online bookmakers are not interested to acquire a license from the French government. I can not recommend any right now.

In France, the lottery is controlled by the state controlled (the French state is a majority stakeholder, controls 72%) company, La Française des Jeux. There are many types of lotteries and games offered by the company including Keno, Loto, Super Loto, Euro Millions, and Joker+ to name a few. You can purchase lottery tickets online on their websites as well.

Bitcoin is a digital currency often referred to as “cryptocurrency” invented by Satoshi Nakamoto back in 2008. It quickly became popular around the world. It was just a matter of time before gambling with Bitcoin appears due to the currency’s popularity. Bitcoin is a digital currency, so most of the trades involving Bitcoin are conducted on the internet. There are only 3 types of gambling legalized to conduct online in France and its territories: sports betting, poker, and betting on horse races. The European Union recently ruled that Bitcoin can be a mean of payment just like cash. However, in France, there are no specific laws or regulations concerning Bitcoin as of yet. It is unsurprising, considering, that there are not too many countries out there with laws specifically focusing on Bitcoin at the moment.
