Online casinos in Hungary

Legal status: legal, requires licence

 

Online casino gambling was recently overhauled in October 2016.  Currently online casino gambling is supervised by NAV, the National Tax and Customs Administration of Hungary. Online casinos are legal in Hungary, but only licensed, domestic websites.

On 26. September 2016 the Hungarian parliament voted on and accepted the newest modification of the Hungarian gambling act, specifically regarding remote gambling. In accordance with this modification, Hungary may now punish unlicensed online casinos accepting the country (bit just like before palyers are not prosecuted only the online casinos websites violating the law).

With this change, the government aims to force unlicensed online casinos completely out of the market, which would provide a more favourable situation for casinos with a Hungarian background. Now ISP (Internet Service Providers) can be fined for failing to block international online casino sites or their advertisements targeting Hungarian players.

The new version of the gambling act could, in theory, lead to a better regulated online casino market in Hungary as well as better protection for the players, both financially and regarding the addictive nature of online gambling. However, right now there are only two licensed online casinos in the country (see below, and none of them are sports betting websites) and banning and blocking international gambling websites without a proper alternative is seen as a bad move by many.

Due to the lack of options, many Hungarian gamblers still choose foreign online casinos despite the government’s efforts.It’s understandable the local, domestic options are lackluster, have fewer games, and really bad (if any at all) promotions. I, myself only had bad experiences with the  two licensed websites I do not recommend them currently (maybe later, if they improve). Although many foreign online casino sites, as well as payment processing are blocked by ISPs, it is actually not illegal for individual players to gamble on such sites (According to a 2016 EU court of justice ruling), and as a result they may not be prosecuted for doing so due to EU laws.

Land-based casinos in Hungary

 

Land-based casino gambling regulation in Hungary has a similar history as that of online casino gambling. Prior to 2012, the land-based casino market was quite liberalised, with dozens of casino gambling establishments operating throughout the country (actually thousands if you count pubs with slot machines as a gambling establishment). Slot machines could also be found in various establishments including malls and bars.

In 2012, the new gambling regulation created and passed in only 3 days put an abrupt end to this practice. Since then, only 8 casinos have remained which are licensed based on concessions. Just like in most other European countries slot machines outside of these specific casinos have been banned, no exception. Gambling operators have attacked this decision in front of the EU, which ruled in 2016 that the Hungarian gambling law went against EU regulations, but nothing happened and the ban is still in effect, and will remain in effect.

There are a maximum of 11 casino licences only, of which 5 are located in the capital of Hungary, Budapest (all owned by the same company)

Most of the casinos in Hungary are owned by two companies: LVC Diamond and CASINO WIN. Together they own 8 out of the 11 casinos.

COVID-19: None of the casinos in Hungary went out of business due to the pandemic, they were closed for a while, but they are all operating once more. A mask is mandatory in all of the casinos right now.

Grand Casino is located in Debrecen, the center of Hajdú-Bihar county, the second biggest city in Hungary. The company behind Grand Casino Debrecen is also the owner of the second licensed online casino in Hungary (grandcasino.hu I don’t recommend it tough, not many games, many of them really old and ugly, only slots, there are much better online casinos). There is controversy surrounding this casino, as is it is partly owned by a Dutch millionaire’s offshore company, which is registered in a tax haven, not paying any taxes in Europe. but for now, the casino is still in operation.

The casino is open 24/7 and it has a bar too (both the bar and the tables are not open 2/47 only the slots area). The gambling establishment has 220 slots (recent, 2017-2020, NOVOMATIC, APEX, AMATIC, RABBIT-DICE , ACT), 5 tables (2 american roulette, 1 black jack/texas hold ’em, 2 blackjack/punto banco) and they have 2 electronic roulette machines with 8 terminals each. The casino is strictly 18+, must bring valid ID and address card or passport and for tourists it’s passport or EU ID if you are from within the EU, registration is mandatory by law. There is no official dress code, but it’s customary to appear in smart casual in a casino in Hungary, so no beach short, looking like a hobo or being shirtless during the summer. Owned by Civis Grand Kft., one of the three casinos that is not a part of the CASINO WIN or LVC Diamond group.

2., Las Vegas Casino Corvin sétány, Budapest, Corvin sétány 4, 1082

This is the first casino of the Las Vegas Group on the list (all Las Vegas casinos are owned by LVC Diamond Játékkaszinó Üzemeltető Kft). There are 5 Las Vegas casinos in Budapest altogether. The casinos is open 24/7, guests must be 18+, and valid ID card and address card is required, and for tourists a valid passport or an EU ID card is required, mandatory registration. The gaming area is 1200 m² (the biggest Las Vegas casino) and it is filled with 9 live dealer tables (4 American Roulette, 5 Blackjack/Punto Banco /Ultimate Texas Hold’em), 7 electronic roulette machines and 266 slots (Novomatic, EGT, IGT, APEX, AMATIC, MERKUR, AINSWORTH AMBASSADOR, APEX * a good selection but only 11 IGT slots, which are the best, most of the slots are lower quality, and some of them are older 2010-ish, but it’s still a good selection). The website is somewhat poorly translated from Hungarian with weird issues and typos like “roulettes” and “5 pcs cards”, the latter is supposed to mean ‘5 tables for card games’. But it’s still readable, and at least they have an English website, as you will see in this list that’s not true for most of the Hungarian casinos… In fact the Las Vegas casinos have pretty decent website. Live games and slot machines can be played with HUF and EUR. Currency change at the desk (bad rates though). No info about the dress code but smart casual should be okay for all Hungarian casinos.

3., Onyx Casino, Nyíregyháza, Szegfű u. 75, 4400

Onyx Casino is located in Nyíregyháza, which is the administrative centre and biggest city of Szabolcs-Szatmár-Bereg county. It’s the only casino in the city. The casino 234 slots (NOVOMATIC, AMATIC, RABBIT, ACT), 4 tables (American Roulette, Black Jack), 5 poker tables and 4 electronic roulette machines with 8 terminals each. This Hungarian casino is open 24/7, there is no official dress code but smart casual is the norm in casinos in Hungary. The slots have a progressive jackpot.

They also have a bar but no restaurant. This is one of the few casinos that is not part of the CASINO WIN or LVC Diamond group which own 90% of the casinos in Hungary.

4., Tropicana Casino in Miskolc, Miskolc, Szűcs Sámuel u., 3525

Named after Tropicana casino in Budapest (which is owned by a different company, LVC Diamond) this is the only casinos of Miskolc, the administrative centre and biggest city of Borsod-Abaúj-Zemplén county, part of the CASINO WIN group. This is the smallest casino of Hungary with only 64 slots, 3 tables (American Roulette, Black Jack, Ultimate Texas hold ’em) compared to the other casinos this is small and only has a few visitors during the weekdays, so if you don’t like crowds this is the place to go. Open 24/7 (only the slots area, tables and poker is not 24/7, no info on the website on how long tables and poker are available)

There are No limit hold ’em and Pot-limit Omaha poker cash games regularly, and tournaments on most weekends, no info on how many poker tables the casino actually has. There is a live cash games tracker online, supposedly letting you know how many cash games are in progress, but I don’t think it works, I doubt it is ever updated (or maybe they never had any poker cash games when I looked? It’s a small casinos after all, could be, you can check it out here for yourself, available in Hungarian only:  https://casinomiskolc.hu/poker , it’s a good idea, a shame that they never update it) They don’t have an English language website, and it’s a very basic bare-bones website with barely any info, but I have seen much worse from much bigger casinos, it’s functional.

5., Casino Win Pécs,  Pécs, Bajcsy-Zsilinszky u. 18, 7622

This is one of the 3 Casino Win casinos, it’s located in Pécs (the only casino in Pécs), the centre of Baranya country and the fifth largest city in Hungary. The casino is a very new addition to the Hungarian gambling scene, opening in 2018. The casino doesn’t have an English language website and the website contains very little actual information about the casino, which is quite an oversight, especially for a new casino (I mean how are people new to your casino supposed to know whether you have what they are looking for? Or the dress code, entrance fee, number of game, types of games? A telltale sign when there is only one casinos in a city, without competition there is no need to advertise, to have a good website, to have info about you out here, to compete really… seen it before way too many times, #lazy, probably the wages of people working there are also “not competitive”, a.k.a shit).

I’ve tried my best to put together the information morsels out there, but this is no way accurate:

It’s open 24/7 (but as always live dealer tables, poker tables and the bar are not 24/7, no info on the opening hours of them). There are at least a 100 slots (Novomatic, Merkur, Amatic, EGT, Rabbit, they are recent, from 2018 and 2019). There are 30 tables (american roulette, blackjack, poker, Ultimate texas hold ’em), the most in Hungary, but no info on the actual number per type, not sure how many live dealer tables they have an how many of the 30 are poker tables. There are also Alfastreet and EGT Vega electronic roulette machines, at least two, but no info on how many wheels and terminals they actually have. No info on the poker games and tournaments anywhere online (which is a good sign that it is not really active).

Also no info on the dress code and entrance fee on the website, but I’m almost 100% certain that just like all the other Hungarian casinos the dress code is smart casual and there is no entrance fee (EU ID card or passport is required by law to enter) but again how are people new to the casino or casino gambling in general (or foreign tourists) supposed to know this? In the 21.st century people don’t call a casino on the phone to ask, they visit the website where you should have this info… it’s a noob mistake. That’s all the info I could find on this casino, if you know more let me know in the comments section below.

6., Casino Win Győr, 9024 Győr, Vasvári Pál út 1/a.

The casino in Győr is a gambling establishment of the Casino Win group (second biggest casino group in Hungary, operating 3 casinos). Casino Win in Győr, like all casinos of this group has no English website but unlike the others of this group this one has some useful info on the website, here is what I’ve gathered: the casino has 150 slots (many of them older, from the early 2010s), 6 tables (American roulette, Texas Hold’em, Ultimate Texas Holdem, Punto banco) and an unknown number of poker tables. No info on the dress code or the entrance fee, sadly as usual (I recommend smart casual, most likely no entrance fee).

The casino has a bar and both the bar and the casinos are open 24/7. Players can get a few free drinks at the bar, and there are in-house progressive jackpots (usually very low though).

7., Casino Sopron, 9400 Sopron, Lackner Kristóf u. 33/A.

Casino Sopron is actually Hungary’s oldest casino in operation since 1989 (, which is very weird, because Hungary was under communist rule, part of the USSR till 1990, and gambling was supposedly illegal). This is also Hungary’s ugliest casino with the worst, oldest slots. In 2016 they relocated from the old building which was an eyesore outside and inside but the new building is still probably the ugliest of all the casinos in Hungary (but a huge improvement). The casino is 100% owned by Casinos Austria International GmbH., Austria’s big casino company, and you would think they would pay more attention to their only Hungarian property, and you would be wrong. This is the only casino in Sopron, the centre of Györ-Moson-Sopron county.

The casino has a very good website, which is also available in English,much better than most Hungarian casinos, you can even take a virtual tour of the casino here, which is a fantastic idea! I wish more casinos would do this. They have around a 100 slots, and most of them are really old, from the early 2000s (so 20 years old…), really not a good selection (and considering that most players are looking for slots this is really bad). There are 5 tables (3 american roulette, blackjack, ultimate texas hold ’em) and they have 3 electronic roulette machines.

They have free drinks and food for players!

Must be 18+ to enter, must be sober, and must have ID card, EU ID card or passport, registration is mandatory (in exchange you get free drinks). There is a VIP program for high rollers.

Las Vegas Tropicana is perhaps the best known (and actually the smallest with only 570 square meters) casino in Budapest, capital of Hungary, part of the Las Vegas group (the biggest casino group in Hungary, owning 5 out of the 11 casinos). The casino has 159 slots (NOVOMATIC: 49 pcs, AMATIC: 38 pcs , EGT: 32 pcs, IGT: 8 pcs, Merkur: 10 pcs, Ainsworth Ambassador: 16 pcs, Apex: 6 pcs ), 8 live dealer tables (4 American Roulette, 4 Black Jack/Punto Banco/Ultimate Texas Hold’em) and 4 electronic roulette machines (Alfastreet, Amatic Grand Jeu, EGT Vega8II). No poker at all sadly.

They have a very good website with all the necessary info (also available in English) EXCEPT no info on the dress code and entrance fee, which is quite an oversight. Luckily I know this casino group personally so I can tell that the dress code is smart casual, no entrance fee, you need to bring ID or EU ID or passport, registration is mandatory for new players. This is the new location of the casino, they moved in 2018 from Dorottya u. 2. into a smaller but better looking building in the prestigious and expensive Vigadó street. Open 24/7.

Casino taxes Hungary

Casino and online casino gambling is taxed the following way:

 

The ridiculously high annual license concession fee (116 million Hungarian Forints per casino and online casino website, €335 338, one the highest in all of Europe tbh.!) can be entirely deducted from the taxes paid, thank God, otherwise many casinos would have gone bankrupt in the countryside. It’s probably one of the highest annual licensing fee in all of Europe.

Gambling wins from the national lottery or licensed online casinos are not taxed but gambling wins from unlicensed online casinos and sports betting websites are considered income and are subject to taxation! It’s not really enforced but if you win a really big amount (>€100 000) it’s better to consult an accountant, to avoid nasty surprise visits from the NAV…

 

 

Other forms of online gambling in Hungary

 

Most forms of online gambling in Hungary are covered by the monopoly of the state-owned gambling operator, Szerencsejáték Zrt. There are various types of lottery games available online on the website of Szerencsejáték Zrt. including traditional number games such as 5 out of 90 and 6 out of 45, but not scratch cards.

Szerencsejáték Zrt. is also the company in charge of sports betting in the country through their subsidiary Tippmix, both offline and online. Sports betting, especially wagering on football matches is the second most popular form of gambling within the country. There are no other licensed online sportsbooks in Hungary, and foreign online sports betting sites are often blocked. Still, as with online casinos, gamblers themselves are not prosecuted for betting on such websites.

Poker has been gaining in popularity in the past years, just like in all of Europe. Online poker is, in theory, legal in Hungary, but there are currently no licensed online poker sites available from the country. Not for lack of trying on the part of international online poker sites either, but no agreement has been reached among them and the government, so far.

There have been several initiatives by operators to liberalise the Hungarian online gambling market, but Szerencsejáték Zrt. holds a monopoly until the end of 2020 for certain, and it is likely that they will just extend the monopoly (in fact I’m 99% sure).

 

 

History of online casino regulation in Hungary

 

Online casino gambling has been legal but restricted since 2011. This year marked the first modification of the gambling act created in 1991, shortly after Hungary gained its independence from the Soviet Union. Between 1991 and 2011 it was a free for all with slot machines and coin pushers and other gambling machines (mostly video poker machines) everywhere, the weirdest place I have encountered a slot machine before 2011 was a furniture shop, which had 10 gambling machines (2 of them were very interesting coin pushers) at all times there were more people playing the machines than purchasing furniture (no wonder the shop closed after 2011 almost immediately :) ).

The 2011 law states that all online casino and gambling operators require the permission of the Hungarian tax authority. Licences could be issued for 5 years, and licensed operators had to pay 20% of their revenues as tax. Unlicensed online casinos were to be blocked by ISPs, as well as their advertisements. Also all gambling machines outside of casinos were banned.

In 2013 a new modification of the gambling act was accepted by the Hungarian parliament. In accordance with this law, online casino gambling tax was lowered to 15% of the revenue, but a licensing fee of about $350 000 was also introduced.

Due to the unfavourable taxation and licensing fees as well as the fact that only companies operating land based casinos can apply, there has not been an abundance of online casinos applying for online casino licences in Hungary. Right now the Austrian company Casinos Austria International GmbH. owners of Casino Sopron are really trying to start the third licensed online casinos but the government so far didn’t give them a license yet.

I'm lucky enough that for a few years now, I make enough money to be able to do this full time (before that, I had part-time jobs, ghost writing gigs, online marketing this and that).
