Online casinos in Vanuatu

Legal status: legal, requires a licence

Online casino gambling is legal in Vanuatu. Officially called the Republic of Vanuatu, the country is located in the South Pacific Ocean, off the eastern coast of Australia. Vanuatu is an archipelago consisting of 82 volcanic islands. Vanuatu was first discovered by the Europeans in 1606 by the Portuguese explorer Pedro Fernandes de Queirós.

In the 19th century the islands were frequented by missionaries and settlers; mainly British by way of Australia and French through the New Hebrides. This resulted in a unique form of government, the British-French Condominium from 1906, until the independent Republic of Vanuatu was established in 1980. Today, English and French remain official languages along with the local Bislama.

Vanuatu is among the few countries in the region where online casino gambling is not only tolerated, but legal and regulated. In fact, online gambling on the islands was legalised as early as 1999. The main reason for this was not the potential in the local online casino gambling market – the population of Vanuatu is only about 270 000 – but rather the income from licensing international online casino sites.

While the gambling licences of such small islands are often not exactly reliable, the online casino licensing regulations in Vanuatu are actually rather strict. The law regulating online casinos in the country is the Vanuatu Interactive Gaming Act. This act provides the framework for obtaining an online casino gambling licence, but the exact procedure is kept confidential. It is known, however, that extensive background checks and monthly reports form part of the application and supervision process.

Apart from the regulations online casino operators must adhere to, they also have to pay a licensing fee of $75 000 and an annual fee of $50 000, along witth a 2.5% gambling tay on gross earnings. The issued online casino licences are valid for 10 years.

As there are no laws in Vanuatu against locals participating in online casino gambling, Vanuatuan gamblers are free to choose from the online casinos licensed on the islands. Also, while unlicensed online casinos are technically illegal in the country, there is nothing prohibiting the locals from playing on international online casino sites licensed in outher countries but not in Vanuatu.

Land-based casinos in Vanuatu

Similarly to online casinos, brick and mortar casinos are also legal in Vanuatu. The law regulating casino gambling on the islands is the Casino Control Act which has been in effect since 1993. In accordance with this act, all casino operators must obtain a gambling licence and pay the corresponding licensing fee and gambling tax. Casinos are supervised by the Vanuatu Department of Customs and Internal Revenue.

The government of Vanuatu encourages the establishment of casinos, to the extent that the casino act was amended in 2005. This amendment includes tax exemptions for certain licencees if the meet the conditions concerning property development and capital investment. While the Vanuatuan casinos are mainly aimed at tourists, locals are also allowed to play.

There are currently four casinos in operation in Vanuatu, all of which are located in the capital, Port Vila. The largest of the four is the Grand Hotel and Casino Vanuatu. The casino offers several table games including Blackjack, Roulette, Baccarat and Poker, as well as more than 100 slot machines. The casino also features a VIP area, as well as multiple bars and restaurants.

Other forms of online gambling in Vanuatu

Similarly to online casinos, other forms of online gambling are also legal in Vanuatu, as regulated by the Interactive gambling Act of 2000. This includes online lotteries, online sportsbooks and online poker sites as well. The licensing fee of online sports betting is somewhat lower than that of online casinos; 35000$ initially and 30000$ annually. The gambling taxes, on the other hand, are the same for all types of online gambling.

As a result, Vanuatuan gamblers looking to play online have quite a few options to choose from. The Vanuatu online gambling licence is generally considered to be reliable due to the relatively strict licensing process. Locals are also free to play on international online sports betting, online lottery and online poker sites with no repercussions; even though these are technically unlicensed in Vanuatu.
