Online casino gambling is not explicitly regulated in Palau. Officially called the Republic of Palau, the island country consisting of about 340 islands is located in the western Pacific Ocean. The islands were discovered by the Spanish in the early 18th century, and later formed part of the Revolutionary Government of the Philippines. The islands were seized by Japan in 1914, and was captured in World War II. by the United States.

Palau voted for independent status in 1978, established its constitution in 1981, and officially became an independent republic in 1994. As a result, while the US gambling laws have certainly had some effects on the Palauan regulations, the two are not directly related. The legal status of online casino gambling is somewhat complicated in Palau, even though – or, alternatively, exactly because – online casinos are not specifically regulated by the Palauan gambling laws.

Gambling in general is not allowed in Palau, even though there have been several attempts to legalize it. Online casinos, on the other hand, are not explicitly mentioned by any of the Palauan regulations, making them somewhat of a gray area. As a result, there are no legal and licensed online casino based in Palau at the moment. There was a company, RA Entertainment that stated their intent to introduce online casino gambling to the islands, through a cryptocurrency to be precise. However, the Palauan government stated that the company was not registered with the Foreign Investment Board, and had no licence to offer online casino games legally.

Land-based casinos in Palau

 

In accordance with the gambling regulations of Palau, operating land-based casinos is prohibited. Casino operators may not obtain gambling licences, and any casinos operating illegally are to be shut down, the operators prosecuted. This situation has remained unchanged for decades, despite the numerous attempts to legalise casino gambling on the islands.

The first bill that was aimed at the legalisation of casino gambling in palau was created and passed by the Congress in 2003. The bill would have legalised casino gambling on the island of Angaur, but was vetoed by the president, and did not pass two-thirds majority. The reasoning behind the veto was based on worries that the establishment of a casino would ruin the country’s image.

palau relies heavily on tourism as a source of income, and while the introduction of casinos would certainly change the nature of tourism to the islands, it would also significantly increase that income through the gambling tax and other spending from visitors. This is the main reason why the issue has come up repeatedly: a Malaysian group attempted to obtain a casino licence in 2006, and a Korean investor in 2007. Both were voted down, however; as well as the 2010 referendum where 75% of the residents voted no.

The most recent attempt at the legalisation of casinos in Palau came in 2013, when a comprehensive casino regulation package was prepared, but it has not come into efefct to date, which means that casino gambling remains illegal on the islands for now.

 

 

Other forms of online gambling in Palau

 

Most forms of online gambling are not specifically regulated in Palau. Regular, land-based sports betting, lottery and poker are all prohibited, in accordance with the blanket ban on traditional gambling on the islands. There have been multiple attempts to legalise gambling in palau, but they have all been prevented by either a presidential veto or by a referendum.

Online gambling is also not explicitly legal in Palau, which means that online gambling operators may not obtain a Palauan gambling licence, and thus may not operate legally on the islands. As a result, there are no legal and licened online sports betting, online poker or online lottery sites based within Palau.
