New Caledonia was classified as an overseas territory of France in 1946. Today, it is a special collectivity of France, with locals being granted French citizenship along with a New Caledonian citizenship. Its special status was granted in 1999, and marks the transfer of certain powers from the French to the New Caledonian government. This means that New Caledonia has certain legislative powers when it comes to its internal affairs, while foreign politics are handled by France.

This means that, at least in theory, New Caledonia could create its own online casino gambling laws. However, as no New Caledonian online casino regulations exist, the corresponding French laws apply on the islands as well; and in accordance with the French gambling laws, online casino gambling is prohibited.

The reason for the prohibition of online casinos in France and therefore in New Caledonia as well, is that online casinos are considered especially addictive by the French legislators, even compared to other types of gambling. Their reasoning is that the easy access to these types of games multiplies the possible negative social effects of online casino gambling. Because of this, online casino may not obtain a licence in New Caledonia, and consequently they can not operate legally on the islands.

On the other hand, based on the regulations of the European Union, access to online casino sites based in EU member states may not be blocked for individual players. Since New Caledonians are also French citizens, these rules apply to them as well. Currently, there are two casinos in New Caledonia, the Casino Royal and the Grand Casino Noumea; both of which are located in the capital. The latter is the larger of the two, with over 200 slot machines as well as 20 table games including Roulette, Baccarat, Blackjack and Poker. The casino is located in the five-star Hotel Meridien, and is open daily 11-1 am, until 3 am on the weekends.

 

 

Other forms of online gambling in New Caledonia

 

While online casinos are not allowed in New Caledonia, there are some forms of online gambling that are legal. The most popular among these is online sports betting, with a special emphasis on horse races – as in most former French colonies. There are no online sports betting sites based on the islands themselves, but as French citizens New Caledonian gamblers are welcome on French online sports betting sites.

Online lottery is also legal in New Caledonia. The French lottery operator, the Francaise des Jeux offers Keno as well as several types of number games on its website. The case of online poker is somewhat more complex:  while it is allowed according to the French laws, players from France (including New Caledonia) may only play against other French players, creating a very small market. As a result many French players choose to play on international online poker sites.
