Online casino gambling is not explicitly regulated in Lesotho. Officially named the Kingdom of Lesotho, the country is a small enclave located in Southern Africa and surrounded by South Africa. Lesotho had been a scene for conflicts between the British and the Dutch and was a British territory between 1868 and 1966. English remains an official language of the country along with Sesotho.

Casino gambling in general is legal in Lesotho, and has been since 1989 when the Casino order was passed and the Casino Board was established. This law and the authority regulates gambling, but make no explicit mention of online gambling – which is not that surprising, as internet is till not widespread in the country.

Today, the internet penetration rate in Lesotho is actually relatively high (compared to surrounding countries): about 28% of the population has access to the internet. This means there is an untapped online casino gambling market, but there are currently no online casinos based in the country. Due to the lack of an exact regulation, it is unclear whether an online casino could be established in Lesotho. In theory, online casino operators might be able to apply for a licence from the Casino Board, similarly to land-based casinos.

Land-based casinos in Lesotho

 

While online casino gambling is unregulated in Lesotho, brick and mortar casinos are legal and regulated by the Casino order of 1989. In accordance with this law, all casinos must obtain a licence from the Casino Board in order to operate legally. Casino licences are valid for ten years, and can be renewed two years prior to their expiry.

There are two types of casino gambling licences in Lesotho: one is valid for slot machines only, while the other is valid for table games as well. Licensed casinos must pay a licensing fee as well as the associated gambling tax. The gambling law also regulates several other aspects of casino gambling in Lesotho including the minimum age to enter and harm reduction.

There are currently two casinos in operation in Lesotho. The two casinos are the Lesotho Sun Hotel & Casino and the Maseru Sun Hotel & Casino, both of which are located in the capital of the country, Maseru.

The Lesotho Sun Hotel & Casino is the larger of the two. It has over 70 slot machines and 14 gaming tables including Blackjack and Roulette. The casino is open daily from 10 am until 2 am, but table games are only available after 7 in the evening.

 

Other forms of online gambling in Lesotho

 

Most forms of gambling are legal in Lesotho, but the online versions of these games are just as unregulated as online casino gambling. The most popular type of gambling in the country is most likely sports betting. Sports betting does not appear to be a centralised state monopoly in Lesotho; instead, there are a number of sports betting companies and kiosks, most of which are concentrated in the capital.

Lottery is also legal in Lesotho, though there does not appear to be a national lottery in the country. There had been an initiative for preventing the spread of HIV – a large problem in Lesotho – through a promotion which included issuing lottery tickets, which seems to indicate that lottery is at the very least not illegal.

Online gambling is not regulated in Lesotho, and it is unclear whether an online gambling company would be able to apply for (and receive) a gambling permit. There are currently no online gambling operators based in Lesotho. Locals, however, are free to play on international online sports betting, online poker and other online gambling sites.
