Online casino gambling is legal in Italy. While casinos have a strong tradition in Italy – in fact, the word casino itself stems from the Italian word casa, meaning house – the legalisation of online casino gambling is relatively recent. The law currently affecting online casino gambling was published in 2011.

This Comunitaria decree was created by the Italian gambling authority, the Agenzia delle dogane e dei monopoli. ADM is the authority that oversees online casino gambling in Italy and issues the licences that are mandatory for online casino operators.

Despite the large number of issued licences, Italian gambling regulations are not entirely welcoming towards online casino operators. In accordance with European Union regulations, the Italian government does not have the option to persecute individual players for playing at foreign online casino sites (registered outside of the EU, because it’s outside of their jurisdiction and violates the right of Italian citizens). In spite of this, Italy has taken quite a few steps to prevent this from happening, understandably so. This is a really dumb EU ruling. How is a country supposed to force foreign companies to get a local licence and pay taxes locally if they can just accept players without any repercussions and without any Italian license? It’s really dumb, not the first or the last dumb EU decision….

Some of the foreign online casino sites may be blocked, but Italian gamblers have many methods at their disposal to circumvent these measures. Land-based casinos in Italy

 

Similarly to online casino gambling, land-based casinos are also legal in Italy. Brick and mortar casinos are regulated by the Comunitaria decree of 2011. All land-based casinos are required to have an Italian gambling licence issued by the Agenzia delle dogane e dei monopoli that oversees all gambling activities.

The first casino in Italy was most likely the one that opened in Venice, in 1638 (there was gambling before that too, but there were no standalone casinos and also this is the oldest with a written record). Back then, casinos were exclusive clubs for nobles to drink, gamble, or to do business. Public gambling establishments, on the other hand, were more frequently called gambling dens instead of casinos and were taverns, inns, brothels or bathhouses not just casinos.

Even today, Venice is considered the centre of gambling within Italy. There are currently only 5 genuine casinos with tables games and dealers in Italy, the others are smaller gambling halls, mini casinos and slot halls. Italian gambling law does not differentiate between casinos or slot halls, both require a casino license, but the amount of tax paid depends on the type of game. Tax is turnover based and depends on the type of gaming machine, ranges from 6.75% on video lottery terminals, to 18.85% for slots.

Most of the Italian casinos expect players to at least dress in smart casual, but semi-formal is often required too at the bigger casinos. The bigger and older casinos are quite luxurious and are often located in historic buildings, the bigger ones all have VIP and private rooms. While slot machines appear to be the most popular in Italy, table games can also be found in all of the 5 casinos. Poker used to be allowed only in tournament form, but has since been decreed a game of skill rather than luck, which has resulted in less strict regulation, making it available in most casinos and now cash games outside of tournaments can take place as well.

I only choose this to be on the top of the list because this is the oldest casino in continuous operation, since 1638. But based on the customer reviews (2,5/5 stars on average) and the pictures (old machines and tables, not old enough to be antique, just old enough to be outdated) this wouldn’t qualify to be included in this list of the TOP 5 casinos of Italy.

This is a bigger casino with supposedly 600 slots (they call them ‘electronic slots’, which are just video slots connected to an online platform is just like playing in an online casino, which is really what the modern casinos experience is becoming, just like an online casino), the website claims that there are 600 slots, but based on the pictures and customer reviews is more like 200, and the other modern casino Ca’noghera probably has the 600 slots, it’s probably a mistake on the website. If you’ve been to this particular casino please let us know in the comments section below.

The historical venue Ca’ Vendramin Calergi has the following live dealer tables: French Roulette, Chemin de Fer* and Punto Banco, Fair Roulette**, Black Jack and Ultimate Texas Hold’em Poker. The exact number of tables is not known (if you know please drop a comment).

Dress code is smart casual in the slots area until 8:30 PM. In the gaming area (where the table and card games are), in the VIP section, or after 8:30 PM it’s formal. There is an entrance fee of €10 but you get that amount back in casino chips and it includes the price of the coat room, parking and waterway shuttle service, all that for €10, it’s a steal.

Must be 18+ to visit the casino ID card or passport is required. The casino can only be accessed by the waterway shuttle. (If you visit the casino on your birthday you get a gift, they will ask for an ID to check it.)

There is a restaurant too here, the Wagner restaurant, on the first floor, at least semi formal is expected there, it’s an upscale restaurant, more on the expensive side. A great place to splurge money on exquisite Italian dishes and fancy wines if you happen to win big!

 

*Chemin de Fer: Chemin de fer is basically multiplayer baccarat, players bet one at a time against each other instead of against the house. Baccarat evolved from this, so players don’t have to wait for other players, instead they can play against the house any time. Great with friends because it’s easy to learn, but it’s still (at least where I live) a lesser known, somewhat exotic game, probably not to an Italian of course.

 

**Fair Roulette: It’s a really rare form of roulette. Despite the perhaps intentionally misleading name, it’s not fairer to players at all. In fact compared to European roulette the RTP is the same

Fair roulette always has one croupier and players place their own bets. It’s meant to be a fast-paced game, therefore the croupiers expect colour bets mostly. It’s polite to bet on colour only at these tables (but other bets are expected as well). Each player has a different coloured casino chip, the game is fast paced.

2.,Casino de la Vallee – St. Vincent is located in Northern Italy, in the Alps, exact address: Via Mus, 11027 Saint-Vincent AO. The upscale casino has 600 slots and 90 tables (most of these are poker tables) that feature a wide variety of games, including English, French and American Roulette (I find it always weird when casinos have this many kinds of roulette, there is no point to it, there is barely any difference between them, the main thing to know about them is that European roulette has the best odds for players so stick to that, the other all have worse RTP are really best avoided) Blackjack, Caribbean Stud Poker, Craps, Punto Banco, Chemin de fer (the explanation of this game can be found above), Trente quarante*. There is also an exclusive poker room that hosts international tournaments as well as weekly tournament with cash games every night, about 50 of the 90 tables are poker tables in this room, it’s only open during tournaments and poker events.

The luxury hotel, Grand Hotel Billia, is connected to the casino. The casino is located in a summer holiday resort town, famous for the surrounding mineral springs with medicinal properties. It’s is in operation since 1947. It’s open from 10 a.m till the closure of the last tables, 7 days a week but the tables and poker section is open from .

There is no entrance fee, you must be 18+ to enter, bring ID or a passport if you are a tourist. The dress code is semi-formal. The website says “seemely dressed” but that’s not a real English word, I interpret it as semi-formal dress code (probably meant seemly but even that is vague, I wish casinos would use clear English for the dress code: formal, semi-formal, smart causal or casual, just stick to these words). There is also another instruction for the dress code: “men only, to wear long trousers” agian, broken English but means men must wear long trousers covering the legs, so no hairy legs showing in this casino. As you can see the English on the website could use some improvement but its a pretty okay website apart from this tiny little issue, moast Italian casinos certainly have worse websites, if they have an English website at all…

 

*Trente et Quarante (Freanch word means Thirty and Forty), also called Rouge et Noir (French for Red and Black), is a 17th-century gambling card game from France, played with a standard 52 cards deck, and a special table (see below). It can be found in European casinos, primarily in France, Italy, and Monaco. It has an RTP of 98%, which is very good, but still much worse than e.g.: 99,4% of blackjack, but better than any slot machine (usually 94-96% RTP) so it’s still an okay option if you want to maximise your chance at winning money.

The casino is in a historical building from 1905, in he heart of Sanremo. The casino closed from 1940 to 1944 because of the second world war, but apart from those few years it’s in continuous operation since 1905 (in operation for 110+ years). The casino currently has 479 slots, many of these are older slots from the 1980s, 90s and early 2000s, but about 200 of them are more recent (2010+) digital video slots. It’s a good selection with older classics (,which I personally really like, especially the really old mechanical slots, very few places have them anymore in working condition) and the new entertainment oriented digital slots with 3D graphics, many features, basically audiovisual entertainment machines.

The casino has its own theater/concert hall. And they also have two restaurants and at least two bars.

They have the following tables: Sic Bo, Black Jack, Fair Roulette (the website of the casino claims that Fair Roulette is the same as American Roulette, that is wrong, Fair Roulette is actually a variant of European roulette not American Roulette despite what the casino claims, they should fix this on the website), poker, roulette (unclear what type), punto banco, chemin de fer. It’s unclear how many tables they have in total, or per type of game.
They also operate an online casinos but it’s a below average one, I would avoid it. There are much better online casinos for Italian players.

I had to collect all the info from secondary sources and customer reviews, therefore it might not be accurate.The casino, just like all the other Italian casinos is 18+, they claim that they are open 24/7. No info on the dress code or if there is an entrance fee (probably there isn’t, 90% of Italian casinos don’t have entrance fee, and the dress code is usually smart causal).They have 200 slots and a electronic roulette machine, actually this a big slots hall and not a proper casinos despite the name (in order to be classified as a casinos you have to have live dealer tables and it seems like they don’t have any, an electronic roulette machine is not enough). They don’t have any table games, in Italy there is no legal difference between slot halls and genuine casinos, both require a casino licence. There is bar and that’s about it. The only reason they are included on the list is because they have 200 slot, which in Italy is quite a lot, the average casino only has a 100. There are very few bigger casinos in Italy.

While the Casino di Venezia Ca’ Vendramin Calergi is the smaller, more elegant, historical (oldest casino in the world) this is a modern and bigger casino. Advertised as “Italy’s first American-style casino”, which is marketing bullshit. What makes a casino “american-style”? I’ve been writing about casinos and gambling for 10 years and I can tell you it’s a marketing gimmick, nothing more. The USA has all sorts of casinos from small, neglected slot halls to huge luxurious casinos like those of President Trump’s or Native American casinos of various sizes taking advantage of legal loopholes in the US jurisdiction. So which of those does it emulate? Marketing bullshit, I hate it.

The casino has 600 slots, which is the most slots in any casino in Italy. They have tables for Fair Roulette (another marketing bullshit, the name “fair” doesn’t mean what you think it does, it’s not more fair then regular European roulette, doesn’t have better odds, it’s just faster and everyone gets different coloured casino chips that you can only use at this table, that’s all the difference), Black Jack, Caribbean Stud Poker, Ultimate Texas Hold’em Poker, French Roulette, Chemin de Fer, Punto Banco and Ez Baccarat. The exact number of tables is not known.

Dress code is smart casual, no entrance fee unlike at Casino di Venezia Ca’ Vendramin Calergi.

 

 

The ports of Italy are visited by many cruise ships, some of the really big ones have casinos as well. However, these casinos can not stay open while in port. Many casino lists and websites about casinos erroneously list Costa Cruises – Mediterranea, Carnival Legend Casino or Celebrity Cruises – Constellation as casinos that Italians can visit when in reality the casinos are all closed while in port and only the guests of the cruise ships can visit these casinos.

The casinos are currently not closed due to COVID-19, at the time of the writing. However, the situation changes really fast, please inform yourself about the current COVID-19 situation before visiting.

 

 

Other forms of online gambling in Italy

 

Practically all forms of online gambling are currently legal in Italy (except betting on blood sports). All online gambling operators must have an Italian remote gambling licence in order to be able to offer their services legally within Italy (on paper, as mentioned previously due to EU laws enforcement is problematic). While lottery has a strong tradition in Italy, online lottery games were only legalised a few years back. The most popular lottery in Italy is SuperEnalotto which was created in 1997 and is a 6 out of 90 number game. This is not a state-owned national lottery (, which is very rare in Europe) and the license is currently being held by a private company. Online lottery companies may also operate within Italy as long as they are distributed by a licensed company (e.g: Eurojackpot).

The two best known types of bingo are UK bingo and USA bingo, and the UK version actually originates from Italy. Invented in the 16th century, it is still quite popular in modern day Italy.
