Online casinos in Ghana

Legal status: legal, requires a licence

 

Ghana is one of the few countries in Africa where online casino gambling is legal and regulated. Officially called the Republic of Ghana, the country is located in West Africa and bordered by the Ivory Coast, Togo and Burkina Faso, as well as the Atlantic Ocean. Ghana had been under British control from the late 19th century until 1957 when it gained its independence. English remains the official language in Ghana today, along with several national languages.

Online casino gambling, along with other forms of gambling, is regulated by the Gambling Act that has been in effect since 2006. This gambling law does not explicitly state whether it applies to online casinos as well, but the practice is that online casinos are treated based on this regulation, same as the land-based casinos.

In accordance with the gambling act, online casinos must obtain a license from the Gaming Commission in order to operate legally. Online casinos also have to pay a licensing fee which equals two percent of the company’s minimum stated capital. Casinos must adhere to the various other requirements set forth in the gaming law.

The fact that online casino gambling is legal in Ghana is not that surprising seeing as internet penetration is quite high in the country, at least compared to other countries in the region: about 35% of the population has access to the internet. However, a significant percentage of Ghanaians follow Islam, which prohibits gambling in any form.

There is a number of licensed online casinos based in Ghana, but their reputation is not exactly excellent. There have been several disputes regarding payouts from these online casinos.

As a result, we don’t recommend online casinos registered in the country, even Ghanaian players are better off choosing a foreign online casino. It is not exactly clear whether this is compliant with the Ghanaian online casino laws, as international online casinos are considered unlicensed. However, the Ghanaian authorities do not actively block international online casinos, and players are not prosecuted.

Land-based casinos in Ghana

 

Similarly to online casinos, their land-based counterparts are also legal in Ghana and regulated by the Gambling Act of 2006. They too must obtain a gambling permit and pay the associated licensing fee. The gambling act also regulates several other aspects of the casinos such as ownership and cheating.

On the other hand, the law fails to properly regulate certain issues such as customer complaints and surveillance. Still, casino gambling is quite popular in Ghana among both locals and tourists to the country. There are currently 9 casinos to choose from in Ghana, most of which – 6 to be precise – are located in the capital Accra. The casinos are generally operated as part of a larger resort complex.

The largest casino in Ghana is the Piccadilly Casino in Accra which opened in 2010. The casino has 69 slot machines as well as 7 gaming tables including Blackjack, Roulette and Poker tables. The casino is open daily between midday and 5 am, while the table games are available after 1 pm. The casino spans two levels: the bottom floor houses most of the slot machines, while table games and high-roller slots are found on the top level.

 

Other forms of online gambling in Ghana

 

Most forms of online gambling are legal in Ghana as per the 2006 Gambling Act and the National Lotto Act. Online sports betting, poker and lottery operators can, at least in theory, apply for a gambling license and operate similarly to brick and mortar establishments.

In practice, at least in the case of online lottery, the situation is somewhat different due to the fact that the National Lottery Authority has monopoly over lottery games in Ghana. However, while the NLA has a website showing game rules and winning numbers, tickets to the lottery games are only available through physical retailers and not online.

Online sports betting is regulated by the betting houses section of the gambling act. There appear to be a number of licensed online sports betting sites based in Ghana, but due to the aforementioned lack of clear regulation, these sites are not the most reliable.

International online gambling sites might provide a preferable alternative for Ghanaian players. Most international online sports betting, online lottery and online poker sites welcome players from Ghana.
