Legal status of digital casinos in the Czech Republic: legal since 2012, requires licence
Most forms of online gambling are legal in the Czech Republic, including internet casino gambling.
Online casinos were legalized by the 2012 amendment of the Law on Lotteries1, and in 2016 additional forms of online games of chance were permitted by the 2016 Gambling Act2, which is currently is the main piece of the casino gambling regulation.

Operators, who wish to accept players from the country need to get a licence, and they must be Czech companies (or have a Czech subsidiary).
However, individual cities, regions, or even districts can ban gambling (online and offline) entirely or certain forms, within their jurisdiction. In fact as many as 457 Czech municipalities implemented a total ban on gambling, including Prague’s 2. district.
The number of municipalities banning online gambling is on the rise. However, this does not mean anything for the players, because this s s not enforced on the level of the players. Players are not prosecuted for playing online even if their city banned online gambling, only operators and companies are targeted.
The Czech online gambling sector is horribly mismanaged. Let’s look at some of the reasons for this:
1., Really high taxes (taxation and licensing is discuss below).
2., Face to face verification is required, if you want to play in a Czech online casino licensed in the country (not needed for foreign websites). This is the only country in the world, where you can’t verify your identity online. You have to do the following to be able to play online in any of the licensed gambling websites:
You have to go to a Public Notary, or to the Regional or Municipal Authority,or visit your nearest ‘Czech POINT’ or a municipal office.
You have to bring the following:
- government issued photographic identification document (Passport or ID Card)
- a second ID document (Photographic ID, Driver’s Licence, Utility Bill, Travel Card etc. issued in your name)
- it also costs CZK 200…
Then you have to scan the documents they gave you and email it to the online casino.
3., Online casinos can not offer any bonuses, free spins or free money to new players in the Czech Republic.
As you can see, not only do Czech domestic online companies are taxed to death, they also have to force their players to undergo this face2face verification nonsense.
As a consequence of this mismanagement, there are only 3 online gambling companies licensed and registered in the Czech Republic: Synot, Fortuna and Tipsport (+the state owned online lottery), a very small number.

The rate of online gambling tax is determined by the Act No. 187/2016 on Gambling Tax5.
The online gambling tax rate is 23%, except in case of technical games and lottery, which are both taxed at a higher 35% tax rate. The tax base is gross winnings of the casino (the amount the casino makes on a player, how much you lose).

Legal status of casinos in the Czech Republic: legal since 1990, operators require a licence
Casinos are legal since 1990 (legalized after the dissolution of the USSR, and when they were still Czechoslovakia).
The law regulating brick and mortar casinos is the 2016 Gambling Act, and its amendments. The prior casino legislation from the 2012 went against the regulations of the European Union and was revoked.
The Czech Republic is one of the largest hubs for casinos in Central Europe. There are 70 casinos in Czechia, which is a huge number fora country with a population of 10.7 million, to give some context, in comparison nearby Hungary (also has 10 million people, similar GDP per capita) only has 11 casinos.
The reason for the abundance of casinos is twofold:
1., German tourists: Most of the casinos are located near the German-Czech border, for a reason. In Germany the number of casinos is very limited, and they are very expensive places. And that’s why, much to the dismay of the German government, German citizens regularly flock to the less expensive, but just as good, Czech casinos by the border.
Prostitution is also legal in the Czech Republic, that’s why you can often often find young sexy women approaching middle aged and older German men at the casinos (especially if they have just won a lot of money).
2., Slot halls were recently banned, in 2019. And many of the bigger slot halls, instead of closing, simply transformed into casinos.
UPDATE: Slot halls were legal up until 2019. However, due to a 2019 amendment to the Gambling Act, all the slot machines from various pubs, grocery stores and cafés disappeared. In addition, 457 Czech municipalities implemented a total ban on gambling, including Prague’s 2. district, which includes Vyšehrad and parts of Vinohrady, New Town and Nusle. The number of municipalities which ban gambling entirely is on the rise ever since.
Since slot machines were relegated to licensed gambling establishments in 2019 (and much sooner in certain municipalities) now some of the shadier slot machine companies try to circumvent the new ban by placing so called “kvizomats”, trivia machines all over the country. These are usually multiple choice question machines. Right now they are not considered gambling, but the government is very hostile towards this practice, as it is clearly exploiting a loophole2.
The biggest casino group in the country is Admiral (a subsidiary of the Austrian Novomatic AG). The biggest casino is Admiral Colosseum (see below).
All casino gambling establishments in the Czech Republic must have a casinos licence.
The law currently in effect has been found lacking regarding the negative effects of gambling on individuals, which is supposed to be fixed in a new, upcoming gambling law, because gambling, including problem gambling has been steadily on the rise in the country. This is the reason why 457 Czech municipalities decided to ban casinos.

Casino Admiral Colosseum is located in Znojmo.
The building itself is situated next to a shopping mall (the Excalibur City mall). Be careful, the sign on the entrance gate says “Casino Paradise”, but don’t be fooled, you area the right place, the sign is confusing, it refers to Paradise Casino Admiral a.s., which is the name of the company who owns Colosseum Casino (and many other casinos in the country).
This is the largest casino in the Czech Republic right now (in terms of the total number of gaming machines + tables), and it is the flagship venue of the Admiral group in the country (Admiral is big casino company, with many casinos all over Europe and also outside of Europe, it is a subsidiary of the Austrian gambling giant Novomatic AG).
Just like most Czech casinos, the place is full of mostly older German tourists (their Facebook page is available in German only despite this being a Czech casinos, a good example of how the casino is focusing on the German market more than the local one). There are also many “massage” parlours in the neighbourhood, and there are reportedly (according to customer reviews) many young, sexy women who are trying get “dates” with older German gentlemen in the casino at night.
/Comment: So if you are an older German guy, and if you are approached by a 9/10, 10/10 woman in the casino, now you know why that is. Prostitution is actually legal in the Czech Republic. So, if that’s your thing, and if you have a fat wallet, go for it. Of course the casino denies any knowledge of this, but let’s be honest here…/

King’s Casino is located in Rozvadov, a.k.a. the Vegas of the Czech Republic. This is the “poker casino” of Czechia, because it has an active poker scene, the biggest poker room in the country (actually, the biggest poekr room in all of Europe!) and they regularly organize big poker tournaments.
