Gambling in Chad

 

Chad is a landlocked country situated in Central Africa, and is one of the poorer countries in the world. In spite of this, there are multiple gambling establishments and organisations in the country. Available forms of gambling include poker, casino gambling, sports betting and lottery draws.

Gambling is legal and regulated in Chad. Games of chance are mentioned in the penal code of Chad, which states that operating unauthorized gambling establishments are illegal and punishable by two months in prison and up to 2 500 000 francs (about $4000). *

Gambling in this case includes not only games of chance in the traditional sense but also: casinos, lotteries, raffles, roulette, blackjack, sports betting, slot machines and “circle games”, where players are competing with each other, not the casino (e.g. poker). All of these games require a license to operate and are taxable, the tax bases varying with the games.

Unlike traditional gambling, online gambling is not specifically regulated, as it is not expressly mentioned in the regulation. By word of the law, operating gaming houses without authorisation is illegal, but online gambling sites may not be considered gaming houses. However, the law on taxation is not as specific, which means online gambling sites operating in the country might not need a license, but would definitely have to pay taxes.

There are no laws regulating (or prohibiting) Chadians from gambling, which means they are free to play on any foreign online gambling site. It should be mentioned, however, that internet penetration rate in Chad is under 5%, so relatively few locals have access to any form of online gambling.

Online poker on the other hand is not specifically regulated by Chadian laws. It is definitely considered a “circle game”, and should be taxed as such, were there any online poker operators in Chad. As there aren’t, poker players in Chad must resort to foreign online poker sites. There are no laws in the country that would prohibit doing so, and many online poker sites welcome players from Chad.

Sports betting is legal in Chad, and is operated by the Pari Mutuel Urbain Tchad (PMUT). The PMUT has no website, and so does not offer any online sports betting options. Operating sports betting without authorisation is illegal and punishable by a fee or imprisonment.

As there are no online sports betting sites based in Chad, the only option for wagering online are foreign sports betting sites. Chadian gamblers break no laws by betting on such sites.

 

 

Lottery in Chad

Lottery is legal in Chad, and is also conducted by PMUT. However, there is no information on what sorts of games are offered. Operating lotteries that are not licensed also warrants a punishment.

The PMUT has no online version either, which means there is no way to play online lottery games on a Chad-based site. However, it is completely legal for locals to participate in lottery draws on international lottery sites available to them.

Bitcoin, while not completely unknown, does not enjoy great popularity in Chad. This is likely due to the fact that only a very small percentage of Chadians have access to the internet. The legal status virtual currency has not been addressed by any Chadian government officials.

Bitcoin gambling is also unregulated in the country. As a result, the legality of operating a Bitcoin casino based in the country would be somewhat controversial. Still, Chadians accessing and gambling on foreign Bitcoin casinos are breaking no laws.

Online gambling is not specifically regulated. Even if the law regulating brick & mortar gambling were applicable to online gambling it would only be enforceable within the jurisdiction of the country.
